Cet article s’intéresse à la relation d’aide entre les jeunes et les professionnels de l’intervention sociale et présente les enjeux de la qualification des jeunes en fonction de la position des acteurs au sein de l’espace des pratiques professionnelles. Nous montrerons que les modalités de prise en charge des jeunes fluctuent selon le type d’organisation et selon les postures professionnelles adoptées. Ce travail s’appuie sur 90 entretiens menés auprès de travailleurs sociaux intervenant auprès de jeunes à propos de l’organisation de leurs pratiques professionnelles.
Résumé L’article s’attache à analyser les conditions de mise en œuvre du FAJ à l’issuede la loi de décentralisation, votée en 2004, et qui transfère un ensemblede compétences de l’État vers les départements. L’étude menée dans six départements français, montre que les conseils généraux se sont différemment approprié le dispositif FAJ. Les observations réalisées (part du budget consacré, conditions d’élaboration du règlement intérieur, état des relations avec les autres dispositifs et les acteurs) conduisent à faire du FAJ soit un instrument d’aide isolé soit, au contraire, un levier alimentant une politique intégrée. Les inégalités territoriales constatées dans la mise en place formelledu dispositif se traduisent également dans le traitement des situations. L’examen des critères d’attribution, des domaines pris en compte (logement, mobilité...), de la structure des actions financées (individuelles ou collectives) traduisent des conceptions profondément différentes en matière d’aide sociale. Dans un contexte de précarisation des jeunes et de fortes transformations sociologiques de cet âge de la vie, l’analyse de la mise en œuvre du FAJ interroge fondamentalement la manière dont se construit ou non, localement, une politique publique en direction de la jeunesse.
Les expériences de l’enfance, et particulièrement les difficultés rencontrées dans les relations familiales, concourent fortement aux situations de vulnérabilité au moment des transitions à l’âge adulte. Elles affectent la socialisation primaire des jeunes qui l’expérimentent et pèsent sur leur capacité à être aidés. À partir de nombreux entretiens avec des jeunes, des professionnels du social et du médico-social, l’article analyse le parcours de jeunes en situation de précarité économique et sociale ayant connu des ruptures sociales et affectives durant l’enfance. Il montre qu’au-delà de ces expériences traumatiques, les systèmes de relations, et notamment la présence ou non de systèmes relationnels protecteurs au moment du passage à l’âge adulte, influent sur leurs modalités de recours à l’aide sociale, leurs relations avec les professionnels et la construction de leurs parcours.
n Accompagner les « jeunes en errance » ou adapter les normes de l'insertion En France, la politique d'accompagnement à la formation et à l'emploi est essentiellement formalisée autour des compétences à acquérir pour s'insérer sur le marché de l'emploi. Elle met ainsi à l'écart les jeunes qui ne peuvent ou ne veulent pas recourir aux dispositifs d'aide à l'insertion. Au travers de l'analyse du fonctionnement des structures dites « à bas seuil d'exigence », nous verrons comment une politique d'aide à l'insertion des jeunes les plus marginalisés est malgré tout mise en oeuvre dans le secteur de l'aide sociale d'urgence.
À travers une typologie des expériences de recohabitation, cet article interroge la mobilisation du domicile familial comme ressource dans les trajectoires résidentielles des jeunes adultes. Il met en évidence les rapports entretenus à la norme d’entraide familiale et celle d’intégration juvénile, analysée à partir des représentations qu’ont les jeunes du devenir adulte ainsi que de la compréhension du sens qu’a le domicile parental au moment de la recohabitation. Si ces expériences traduisent une tendance à la normalisation du soutien prolongé des parents à l’égard de leurs enfants, elles révèlent également le caractère profondément inégalitaire de cette ressource. Les expériences de recohabitation dépendent, en effet, à la fois de capacités matérielles des familles, mais aussi de modèles différenciés de transition à l’âge adulte, les expériences les plus positives (« le rebond », « la continuité ») étant majoritairement vécues par des jeunes issus des classes moyennes et supérieures, les expériences les plus négatives (« le retour », « le renoncement ») par des jeunes issus des classes populaires.
