This article examines the relevance of the concept of multi-level governance for understanding changes in science policy in France. It explores the emergence of a pattern of multi-level governance, particularly in relation to arenas for negotiation between national and regional levels. Compromises are made between the principles of competition and equality and there is great diversity across regions in terms of the capacities for developing bottom-up strategies for science-based development. Cet article cherche a esquisser les derniers changements de la gouvernance de la politique de science en Angleterre et a evaluer la naissance recente des politiques de science regionales. Sur le plan infra-national, le debut des annees 2000 a ete marque par une importante mobilisation, representation et creation institutionnelle par moyen des conseils pour la science et l'industrie regionaux. Des fonctions de politique complementaires se sont developpees sur les plans national et regional, et on commence a deceler des felures dans le controle de l'Etat, surtout a la lumiere du renforcement du rapport entre la science et le developpement economique. Il s'est fait le jour un systeme minimal de gouvernance a plusieurs niveaux qui embrasse et protege les paradigmes de politique anterieurs. L'importance des derniers developpements infra-nationaux est limitee par les structures de gouvernance, par les cadres pour l'action et par les discours de politique dominants qui se combinent pour contraindre le developpement de strategies en faveur de la croissance regionale et locale basee sur la science. Cet article s’interroge sur la réalité et la portée du développement de formes de contrôle à distance, étant entendu que les gouvernements des territoires sont effectivement en profonde transformation. En s’appuyant sur l’étude de dispositifs promus depuis le milieu des années 2000 dans différents domaines d’action publique, il avance que ce mode de gouvernement repose sur le crédit que les acteurs lui apportent et leur cécité sur la difficulté qu’éprouve désormais l’État à réunir des financements assez conséquents et précis pour avoir une action réelle sur les territoires. Peut-on à ce titre parler de « pilotage » alors que, à force de chercher à s’affirmer par rapport à leurs services déconcentrés, les acteurs administratifs centraux se sont condamnés à des stratégies dont les modalités pratiques sont bricolées et les objectifs reconstruits rétrospectivement ?
Cette introduction vise à esquisser la contribution du dossier thématique aux débats sur l’internationalisation des politiques d’enseignement supérieur et de recherche, en questionnant en quoi les réformes entreprises et/ou la conduite de l’action publique, dans différents pays, sont redevables de la circulation d’idées, de dispositifs ou de modèles internationaux. Pour ce faire, l’introduction revient sur la manière dont la littérature permet de problématiser ces circulations, les groupes d’acteurs qui s’en saisissent, les espaces privilégiés et d’appréhender ce qui se joue en termes d’appropriation ou de résistance. Les contributions rassemblées privilégient des enquêtes empiriques et comparatives, entre projets, pays, territoires infra-étatiques mais aussi entre zones d’intégration régionale, en considérant, non seulement l’espace européen mais aussi l’Amérique du Sud. Si les organisations internationales sont des vecteurs de ces circulations, les échanges bilatéraux sont aussi manifestes et montrent la diversité des univers de référence, loin de l’imposition d’un modèle unique et de l’hypothèse d’une convergence internationale. À travers les articles mobilisés, le dossier montre de la différenciation, mais peut-être surtout une politisation de ces politiques.
