Este artigo analisa o crescimento populacional intraurbano em São Paulo nos anos 2000. A publicação recente das informações do Censo 2010 reacendeu o debate sobre o crescimento na metrópole, em especial o relativo às áreas centrais. Utilizando informações desagregadas espacialmente, o artigo mostra a presença de padrões de crescimento substancialmente mais complexos do que os considerados no debate, com taxas de crescimento diferenciadas em diversas regiões, tanto no centro quanto nas periferias. As causas para tais tendências demográficas são exploradas com indicadores relativos à produção imobiliária, à variação da renda, à presença de favelas, à migração e à fecundidade, indicando a presença de diversas trajetórias de crescimento com crescente heterogeneidade no tecido metropolitano. AbstRActThe article analyses urban population growth in the city of São Paulo in the 2000s. The recent publication of information from the 2010 Census reignited the debate on the city' s central areas growth pattern. Using spatially disaggregated data, the article reveals the presence of growth patterns which are substantially more complex than usually noticed in the debate, and that include different growth rates in several areas, central and peripheral. The causes of such demographic tendencies are assessed considering indexes of real estate production, income variation, the presence of favelas, migration and fecundity, suggesting the presence of different growth paths and a growing heterogeneity in the metropolitan fabric.
This thesis analyzes empirical evidence of the coordinated action between cartelized companies and politicians to extract public policy resources from the expansion of the São Paulo subway. The research found elements of a conjunction between dynamics reported separately in investigations by state authorities, indicating the existence of a single scheme to generate and distribute resources for political funding. The mechanism for the generation of funds is the increase in the price of public procurement contracts thanks to the cartelization of companies that have the state as their client in providing infrastructure and operational materials for subways. The mechanism for distributing these resources is the payment of bribes to state bureaucrats and politicians. The functioning of this scheme not only impairs the implementation of public policydue to the coordination costs of the actors involved-, but also free market competition and democratic competition.
