Housing is fundamental to the welfare of people and society. On the contrary, housing may impose costs on users as regards their health and quality of life. These costs are not only individual but also social. Studies on the concept of social costs (SCs) related to living conditions of social housing (SH) are scarce, and the concept needs in-depth debates. A systematic literature review (SLR) was conducted to answer the primary research question: What are SCs, and what triggers them? The research specifically aims to identify spatial design factors and construction details of SH, which may cause adverse impacts and social costs and affect households' quality of life. The SLR results are analysed and discussed concerning the major concepts of SCs and social impacts (SIs). The visual representation and organization of data contribute to detailed and in-depth conceptual discussions to understand the factors that can induce actions to improve SH design and upgrading of the existing stock. Most publications emphasise physical and mental health risks. Poor thermal conditions cause illnesses, and depression is prevalent in many housing developments putting pressure on public systems and their health services. Social unrest and family conflict can impose further costs on policing and social assistance. Housing conditions’ cause and effect are rarely detailed in the SC literature, which constitutes a research gap. New housing design, Upgrading or refurbishment initiatives should also effectively increase well-being, reduce environmental impacts, and ultimately contribute towards positive social and technological developments.
The Brazilian Federal Housing Program "Minha Casa Minha Vida" -PMCMV (My House My Life) is part of a large housing policy to eradicate the housing deficit, estimated at around five million homes in the country. The Ministry for Cities created a network of independent research organizations to evaluate the program, and the PMCMV has attracted many studies. Despite the inherent worth of these individual studies, there is a need for a holistic evaluation. A Systematic Literature Review (SLR) is seen as an important contribution to focus research efforts on the problems identified, to avoid the repetition of studies and to provide novel insights. This article carried out a SLR to map and quantify the types of research and represent a graphic panorama of published studies. Gap spotting was part of the study. In the five-year period from 2010-2014, the SLR identified 1489 bibliographic items. The panorama is categorised according to types of publications, and the analysis of items shows that most studies are concentrated on housing policies, financial questions, urban impacts and Brazilian social development. The results of this SLR raise some new research questions and show opportunities to reduce errors in the housing projects themselves.
Resumoentrega do produto com maior valor agregado por meio da elaboração do projeto esbarra nas restrições estabelecidas pelas partes interessadas (incorporadoras, empreiteiras, subempreiteiras e clientes finais). Essas dificuldades se exacerbam tendo em vista as dificuldades impostas por um processo de desenvolvimento de produtos fragmentado, que dificulta práticas colaborativas. Além disso, objetivos, meios e restrições mudam durante o projeto até que todos estejam alinhados e consistentes entre si. Essas características fazem da aplicação do Target Value Design (TVD) uma oportunidade para promover mudanças na gestão do processo de projeto tradicional, com vistas a entregar produtos com maior valor agregado e a promover o custo como parâmetro indutor de criatividade. O objetivo desta pesquisa foi elaborar uma proposta para adoção do TVD na gestão do processo de projeto de produtos imobiliários no Brasil. Como estratégia de pesquisa adotou-se o estudo de caso exploratório, com dados coletados em um escritório de arquitetura e em duas construtoras/incorporadoras. Como resultado a pesquisa apresenta uma proposta para adoção e implantação do TVD no contexto analisado que leva em consideração níveis evolutivos de colaboração entre os agentes envolvidos no processo. A pesquisa tem orientação exploratória, visa à contribuição teórica e abre novas oportunidades de pesquisa na temática do TVD. Palavras-chaves:Target Value Design. Gestão do processo de projeto. O custo tem um impacto significante não só no processo de projeto, mas também na solução arquitetônica apresentada. O Target Value Design (TVD), pode se apresentar como uma abordagem promissora para direcionar o processo de projeto pelo custo e pelas percepções de valor do cliente ou usuário final. Esta pesquisa almejou disseminar conceitos do TVD junto a agentes participantes na gestão do processo de projeto de empreendimentos imobiliários e contribuir para a reflexão teórica sobre a sua adoção neste meio. O método de pesquisa consistiu em simulações-piloto em meio acadêmico para adaptações iniciais e simulações posteriores em empresa de incorporação imobiliária. As simulações se deram em duas rodadas, a primeira simulando o ambiente tradicional de Design-Bid-Build (DBB) e a segunda utilizando o TVD. Os resultados provenientes da segunda rodada (TVD), onde foi imposta uma restrição de custo, acabaram levando a uma aparente simplificação do modelo. O TVD demanda mudanças no processo de projeto, e uma das mais desafiadoras é considerar o custo como parâmetro de entrada no processo, em vez de ser uma mera consequência do mesmo.
The Target Value Design (TVD) is a collaborative process where value drives the design process to achieve the client's expectations while maintaining the costs and schedule under control. Its application has been successful ing several construction projects, especially in the healthcare context. Applying TVD to the real estate context, however, can be challenging. This paper aims to identify links between TDV and the Living Lab (LL) concept which may potentially help overcome these challenges. LLs are usercentred initiatives that focus on developing innovative solutions through cocreation and collaboration among stakeholders in a real-life context. A review on existing literature was performed to identify how a LL approach can strength TVD in a real state context. The results present opportunities to synergize TVD and LL for a beneficial result.
The Target Value Design (TVD) approach has been successfully used mainly in healthcare projects, delivering products with higher added value in the users´perspectives, and mainting the projects targets and stakeholders expectations under control. However, the use of this approach in other contexts, such as the real estate market, has been little explored. Therefore, there is an opportunity to deepen the discussion of the adoption of the current TVD benchmark in the real estate market. For these reasons, this work sought to (i) elaborate a conceptual map with the elements of the TVD, offering a graphic and visual insight to ease the integration of concepts and its associations, as well as classifying concepts, tools, catalysts, and ii) insert, in this Conceptual Map, particular externalities of the real estate market context through the methodological approach of Design Science Research. In this way, this work contributes to a discussion of the adoption of the TVD in other contexts, bringing an organization of the practices from its original benchmark.
ResumoProdutos habitacionais residenciais para venda são desenvolvidos em um ambientes não colaborativos, caracterizados por relações de adversidade. Estes elementos, somados às restrições orçamentárias presentes, frequentemente geram produtos onde estas restrições acabam reduzindo atributos de valor na perspectiva de clientes e usuários finais. Neste sentido, novas abordagens como o Target Value Design (TVD), podem representar alternativas para uma gestão do processo de projeto, na qual a perspectiva de valor do cliente é o ponto focal para o desenvolvimento do produto. Entretanto, é grande a resistência do setor na adoção de novas abordagens gerenciais. Assim, as simulações representam uma forma de apresentar novos conceitos e inovações em ambientes resistentes à mudança, por serem uma condição livre de riscos. Nesse sentido, o Marshmallow Game tem sido utilizado como um referencial de simulação para se vivenciar os conceitos do TVD, estabelecendo um padrão de comparação com o processo tradicional de gestão de projetos. Ainda assim, esta comparação tem sido dificultada nas suas versões precedentes, pela falta de evidências concretas para este fim. Esta pesquisa propõe melhorias para o uso do Marshmallow Game como ambiente de simulação do processo tradicional e do TVD e adota a Design Science Research (DSR) como estratégia de pesquisa. Assim, conduziu-se uma instanciação para promover modificações e melhorias na simulação previamente existente. Como resultado, além de propor estas adaptações, o artigo traz novos elementos assertivos para propiciar uma comparação conceitual e prática entre o processo tradicional e o TVD.Palavras-chave: Target Value Design. AbstractResidential housing units for sale are developed in a non-collaborative environment, characterized by adverse relations. These elements, added to the budget constraints, often generate products where these restrictions end up reducing value attributes from the perspective of customers and end users. In this sense, new approaches, such as Target Value Design (TVD), may represent an alternative for the design process that seeks customer value perspective as the focal point of product development. However, the industry resistance in adopting new management approaches is often common. Thus, the simulations represent a way to introduce new concepts and innovations in environments resistant to change, for being risk-free environments. In this sense, the Marshmallow game has been used as a simulated environment where TVD concepts are experienced, allowing comparison with the traditional design process.
