This article concerns public health policies for the Indigenous peoples of Brazil, focusing on relations of violence observed by the authors during their research. We draw attention to different types of violence through an analysis that articulates fieldwork on primary health care in Indigenous Areas with observations of political negotiations concerning health issues involving Indigenous leaders and government workers. There is, on the one hand, the habitual symbolic violence that can be observed in daily interactions between health workers and Indigenous patients, and, on the other, the contradictions of an official political rhetoric that assents to Indigenous authority and then systematically dismisses it when decisions that involve public health are put into practice. The research combines different methodological strategies (intensive fieldwork, research on public policy documents, participant observation of political meetings, interview with indigenes and managers, etc.) to establish correlations between interpersonal violence and structural violence along democratic processes of public policies building in Indigenous health. From this perspective, the paper addresses the violence in health sector beyond the individuals and their intentions; it proposes that violence in health must be interpreted against the backdrop of a broader discussion on the construction of Indigenous citizenship that articulates tutelage and political participation in the politics of health practices in Brazil.
O objetivo deste artigo é explorar o entendimento weberiano da esfera política, elegendo como ângulo de inserção a teoria de valor subjacente à obra de Max Weber e, como inspiração, o material etnográfico oriundo de minhas pesquisas acerca das concepções de decoro parlamentar no Congresso Nacional no período entre 1949 e 1994. Dessa perspectiva, o texto discute o conceito de vocação dos políticos e da política no mundo moderno, buscando compreender os critérios e valores decisivos da vida política em sua autonomia vis-à-vis as demais esferas de valor. Ao longo desse empreendimento, analiso a noção de honra e de ética da responsabilidade como categorias centrais à existência do político de vocação e a própria especificidade do domínio político, tomando como guia, para tal releitura dos textos weberianos, os trabalhos de Wolfgang Schluchter. This article aims to explore the Weberian understanding of the political sphere, taking as its angle of approach the theory of value underlying Max Weber's work, and as its inspiration, the ethnographic material originating from my own research into conceptions of parliamentary decorum in the Brazilian National Congress during the period between 1949 and 1994. Working from this perspective, the paper discusses the concept of vocation adhered to by politicians and politics in the modern world, and seeks to comprehend the key criteria and values of political life in its autonomy vis-à-vis other value-laden spheres. In the course of this undertaking, I analyze the notions of honour and ethical responsibility as categories central to the existence of professional politicians and to the specific nature of the political domain, taking the works of Wolfgang Schluchter as a guide to the accompanying re-reading of Weber
ResumoO presente artigo discute dois contextos de pesquisa etnográfica em saúde indígena, através dos quais buscamos refletir sobre o tipo de cidadania que está sendo fabricada na interlocução entre políticas de governo e participação política indígena nas ações, normas e discursos da saúde. Tratando-se de mundos sociais em que práticas de governo incidem sobre corpos individuais e populações, nos perguntamos se é possível falar de uma bioidentidade emergente na saúde pública para os povos indígenas no Brasil. Nossos objetivos estiveram pautados, portanto, em dois momentos: (i) refletir sobre os efeitos das políticas de governo para a saúde indígena no campo rico e complexo das conexões entre a biologia e a política; e (ii) ponderar sobre o potencial compreensivo daquelas categorias para as identidades políticas em jogo neste campo.
