Cette recherche analyse le rôle des outils du contrôle de gestion dans le déploiement de nouvelles valeurs pour l’action publique. Pour les tenants du New Public Management , l’implantation des outils de contrôle vise à transplanter des valeurs privées dans l’organisation publique. Notre recherche explore ce processus de transfert en étudiant le projet de construction d’un Balanced Scorecard dans une agence publique. Fondée sur l’analyse secondaire d’une recherche-intervention, cette étude caractérise le rôle des outils de gestion au cours des processus d’instrumentation de l’action publique. La recherche montre que le maintien d’une tension entre des valeurs opposées dans l’outil est un facteur du succès de son implantation.
Résumé Les universités font face à de nouvelles contraintes financières qui se traduisent par l’introduction de nouveaux outils de management. L’objectif de la recherche est d’explorer le rôle joué par les représentations sociales des acteurs dans l’émergence d’un outil de gestion, grâce à une étude de cas par observation participante d’un an au sein d’une université. Il en ressort une multiplicité des représentations sociales et la nécessité d’engager un pilotage actif de ces représentations.
Résumé Cette communication s’intéresse au processus de construction d’un outil d’évaluation de la performance économique, environnementale et sociale d’une organisation publique. Plus précisément, à partir d’une recherche-intervention d’un an, menée en collaboration avec une région française, cette étude explore les enjeux humains de l’instrumentation de la RSE. Les résultats de cette recherche indiquent l’importance de la dialectique acteurs / outil au cours de la création de l’outil : les représentations des acteurs influencent l’outil et en retour ces mêmes représentations sont influencées par les formalisations jalonnant les différentes phases de la construction. Toutefois, au-delà des visions différentes pouvant s’exprimer à la fois sur le contenu et les finalités de l’instrumentation, il semble que le processus de construction de l’outil cristallise et révèle les différentes visions de la RSE.
