This article analyses land concentration in Brazil and the changing patterns of land acquisitions predominantly through foreign investments. First we compare census data from 1996 and 2006 and identify an acceleration of land concentration. We then show the limitations of the official registry data for capturing the phenomenon of "foreignisation", and complement this with an analysis of data from the Central Bank, which provide for some general conclusions. Our research into journalistic and business literature confirms and complements these findings. We discuss the historical context of land concentration in Brazil, highlighting its progressive institutionalisation through juridical and regulatory control of foreign access to land. The transformations underway are driven by changes in the market dynamics of key agricultural and forestry commodities, for the analysis of which we develop a typology of capital.RÉ SUMÉ Cet article analyse la concentration foncière au Brésil et les changements dans les modes d'acquisition de la terre résultant principalement des investissements étrangers. Notre comparaison des données des recensements de 1996 et 2006 indique d'abord une accélération de la concentration fonciére. Puis, nous montrons les limites des données du registre foncier officiel pour cerner le phénomène de la main mise étrangère alors que les données de la Banque centrale permettent de tirer des conclusions sur les grandes tendances. Un examen des écrits journalistiques et d'affaires confirme et complète ces résultats. Nous traitons enfin du contexte historique de la concentration foncière brésilienne pour faire ressortir son institutionnalisation progressive à travers l'adoption de mesures juridiques et règlementaires de contrôle de l'accès à la terre. Les transformations en cours sont stimulées par les changements dans la dynamique des marchés des principaux produits agricoles et forestiers. Pour conclure, nous proposons une typologie des formes d'investissement à l'oeuvre.
RESUMOSabe-se que o processo de ocupação econômica, pós-1970, foi extremamente prejudicial ao meio ambiente e às populações tradicionais da região Amazônica, persistindo ainda hoje as imensas dificuldades de reprodução das famílias no interior da floresta. Um dos principais desafios na busca de um Desenvolvimento Sustentável é a viabilização do desempenho econômico das unidades produtivas, a partir dos produtos florestais não madeireiros (PFNM), e, conseqüentemente, da reprodução social dessa população. Objetiva-se no presente estudo propor uma alternativa factível de pagamento pelos serviços ambientais (PSA) promovidos pelas comunidades extrativistas, há mais de um século. Para tanto, busca-se, inicialmente, realizar uma avaliação sócio-econômica da produção familiar rural na RESEX Chico Mendes, em Xapuri-AC, no sentido de oferecer uma proposta coerente com as necessidades das famílias estudadas. Utiliza-se para tanto metodologia própria e específica, por intermédios de medidas e indicadores de resultado socioeconômico, avaliando a evolução do desempenho econômico dos últimos nove anos na região. Os resultados indicam a diminuição da geração de renda de produtos oriundos do extrativismo, demonstrando as dificuldades de reprodução desse sistema e das famílias, além de realçar o fortalecimento de atividades predadoras da floresta, como é o caso da pecuária extensiva, realizada ainda de maneira rudimentar. Face aos níveis de reprodução familiar, calcula-se que o valor mínimo necessário para o PSA seria em torno US$ 13/ha, evidenciando um valor necessário e, ao mesmo tempo, mais adequado frente às proposições da literatura corrente, que estima valores para os mesmos serviços em torno de US$ 50/ha. The aim of this study is to discuss and apply hedonic methodology for the determination and forecast of land prices in specific markets. This is important due to the fact that there is no official or reliable information in Brazil on current prices in land market transactions. This hedonic price methodology uses a multiple regression model which has, as an explanatory variable, the price per hectare and independent variables related to physical attributes (soil, climate and terrain), production (systems of production, location, access), infrastructure of the property and expectations (regional scenario, local investments). Application of the methodology to a Homogeneous Zone of the state of Maranhão, in Brazil, generated a parsimonious model, in which five independent variables were responsible for 70% of the variance in the price of agricultural land.
RESUMO: O presente estudo tem como objetivo avaliar culturas, pastagens e os preços das terras florestais no Brasil, entre 1994 e 2010, à luz da teoria pós-keynesiana. Os resultados fornecem evidência de que a terra, mais do que apenas um simples fator de produção, deve ser concebido como um ativo econômico. Na verdade, o preço da terra rural é determinado não apenas pela rentabilidade esperada decorrente das atividades agrícolas, mas também pelas expectativas dos agentes quanto à sua futura valorização e liquidez em um ambiente econômico permeado de incertezas. Neste contexto, como um objeto de especulação, a terra tem sido particularmente importante como uma reserva de valor. PALAVRAS-CHAVE: preço da terra; pós-keynesiano; economia brasileira.ABSTRACT: The present study aims to evaluate crop, pasture and forest land prices in Brazil, between 1994 and 2010, in the light of Post-Keynesian theory. The results provide evidence that land, more than just a simple factor of production, must be conceived of as an economic asset. In fact, the price of rural land is determined not only by the expected profitability deriving from agricultural activities but also by the agents' expectations about its future appreciation and liquidity in an economic environment permeated with uncertainty. In this context, as an object of speculation, land has been particularly important as a store of value.
