This research aims to ensure the active role of the Bagak Sahwa village community in making decisions on tourism by using the environmental area to obtain a fair share of income from tourism activities. Bagak Sahwa tourism village is expected to implement Community Based Tourism (CBT) effectively. However, the implementation by the local community has not been conducted as mandated in Law No. 10 of 2009. In some cases, it can even lead to community conflicts. The results showed that community participation in developing the tourism village potential was still low. The low quality of human resources also influenced this situation, and the resident-focused more on the agricultural sector. The road access is in poor shape, insufficient facilities, and infrastructure supporting tourism activities, the promotion of tourism objects is still deficient, and the quality and quantity of human resources are still low. The Social Entrepreneur model’s presence has impacted a shift in society’s perspective socially and economically. However, the Village community still upholds their ancestors’ language and behavior patterns. The administrators involving the local community transmit knowledge based on these findings. Therefore, the local community is educated to actively participate in developing the village. They can collaborate with new things by involving millennials in tourism village activities to maintain local culture and wisdom.
This research aimed to describe and analyze the process of factors that influenced the supervision process of Family Hope Program (PKH) in Seranggam Village, Selkau Timur Sub-District, Sambas Regency. This research was based on the problem of off target distribution of PKH funds and the data validity. The research method was a qualitative approach with descriptive research type. This research used the theory of supervision according to Sagian (2008-112) which consisted of 1) direct supervision. In monitoring the distribution and validity of the data, it was not adjusted to the category or target of Family Hope program and not in accordance with the terms and conditions stated in the Permesos (Minister of Social Affairs Regulation) Number 1 of 2018 concerning Family Hope program article 3 that the target of PKH is a family and/or a poor person, has the components of health, education and social welfare; 2) indirect supervision, there was an indirect supervision process between PKH assistants and the Social Office, but the process was social media in the form of WhatsApp Groups with the Social Office. In this research, it was suggested that the supervision should be optimized to be more effective and thorough and it should be conducted more selectively. Furthermore, the information and communication system to subordinates should be improved (sub-district PKH assistants) and beneficiaries in order to further increase the obligations of PKH program activities and optimize the role as beneficiaries in developing aid funds so as not to become an addiction to recipients, especially as self-awareness in order to achieve family hope program.
<em>Trafficking </em>(perdagangan manusia) dalam modus pengantin pesanan di Singkawang Kalimantan Barat adalah dipicu oleh kemiskinan dan tidak tersedianya lapangan pekerjaan, sehingga para perempuan yang tinggal di Singkawang melakukan kawin kontrak untuk merubah taraf hidup mereka. Faktor berikutnya adalah tingkat pendidikan yang rendah, ini disebabkan oleh pola pikir orangtuamerekabahwa tidak penting sekolah tinggi-tinggi hanya menghabiskan waktu dan uang saja sehingga seringkalimereka terpaksamenerima pekerjaan yang bersifat eksploratif, faktor lainnya adalah tingkat konsumerisme, para perempuan di Singkawang ingin memiliki barang mewah dan bagus untuk sehinggamereka diakui dilingkungan mereka, dan faktor yang terakhir adalah kesamaan etnis, orangtua mereka mendoktrin anak-anak mereka dengan mengatakan bahwa orang-orang keturunan Cina di Singkawang satu keturunan dengan orang-orang Taiwan, ini dilakukan orang-tua agar anak-anak mereka tidak merasa kalau mereka dijualoleh orangtua mereka. Kondisi demikian ini dimanfaatkan oleh para calo/perantara perkawianan sebagai sasaran bagi calo-calo pemburu calon pengantin perempuan untuk menjaring korbannya dengan mudah dengan tujuan untukmendapatkan keuntungan berupa uang. Bentuk komunikasi yang terjadi antara pengantin pesanan dengan calo/makelar di Singkawang Kalimantan Barat adalah komunikasi interpersonal yang bersifat dua arah/<em>sirkuler </em>dan satu arah, <em>feedback</em>, persuasive terjadi dengan baik sehingga informasi yang diberikan calo/makelar kepada pelaku pengantin pesanan dapat dengan mudah diterima oleh pelaku pengantin pesanan tanpa <em>noise</em>/gangguan. Jadi bentuk komunikasi interpersonal yang bersifat dua arah, satu arah, <em>feedback</em>, persuasive merupakan bentuk yang efektif untuk mempengaruhi calon korban pengantin pesanan untuk melakukan kawin kontrak
