This research aims to ensure the active role of the Bagak Sahwa village community in making decisions on tourism by using the environmental area to obtain a fair share of income from tourism activities. Bagak Sahwa tourism village is expected to implement Community Based Tourism (CBT) effectively. However, the implementation by the local community has not been conducted as mandated in Law No. 10 of 2009. In some cases, it can even lead to community conflicts. The results showed that community participation in developing the tourism village potential was still low. The low quality of human resources also influenced this situation, and the resident-focused more on the agricultural sector. The road access is in poor shape, insufficient facilities, and infrastructure supporting tourism activities, the promotion of tourism objects is still deficient, and the quality and quantity of human resources are still low. The Social Entrepreneur model’s presence has impacted a shift in society’s perspective socially and economically. However, the Village community still upholds their ancestors’ language and behavior patterns. The administrators involving the local community transmit knowledge based on these findings. Therefore, the local community is educated to actively participate in developing the village. They can collaborate with new things by involving millennials in tourism village activities to maintain local culture and wisdom.
Drug smuggling is a case that has often occurred in various countries, especially in the border areas of Indonesia and Malaysia. Drug smuggling can be categorized as a transnational crime. Entikong, one of the border areas between Indonesia and Malaysia, has experienced this case, and every year there is an increase in the number of points. Transboundary crime has become a form of corruption that challenges handling and making existing policies. In an era that is developing rapidly, the methods used in committing crimes are also increasingly diverse. Through this article, The author aims to further examine the policies implemented by the Indonesian and Malaysian governments in dealing with drug smuggling cases in the Entikong area by looking at the development of relations between the two countries in the past. In its framework, this paper uses the theory of transnational crime and the concept of bilateral relations. This research was conducted using an explanatory method with a qualitative approach in which the data received were based on data described in writing. The data is collected through a literature study. Some of the data will come from journals, articles, and other credible sources to see the security factor in the Entikong border area, making drug smuggling cases still occur today. Tujuan penulisan artikel ini yaitu untuk mengungkapkan dan menjelaskan upaya yang dilakukan oleh kelompok Sadar Wisata (POKDARWIS) di desa Saham untuk mengembangkan dan mempromosikan wisata budaya rumah Radakng Saham sebagai BCB (Benda Cagar Budaya). Tujuan kedua yaitu untuk melakukan analisis SWOT terhadap pengembangan wisata budaya rumah Radakng Saham. Data penelitian diperoleh dari hasil observasi dan wawancara terhadap subjek penelitian yang dipilih secara purposive, jenis penelitian yang digunakan eksploratif deskriptif, dengan pendekatan kualitatif. Penelitian ini menggunakan analisa SWOT dengan mengidentifikasi faktor internal dan eksternal serta memformulasikan alternatif strategi yang dapat digunakan dalam meningkatkan jumlah kunjungan wisatawan ke rumah Radakng Saham sebagai salah satu destinasi wisata yang ada di Kabupaten Landak. Hasil penelitian menunjukan bahwa upaya yang telah dilakukan oleh POKDARWIS desa Saham yaitu melakukan studi banding ke berbagai daerah di Indonesia, melaksanakan pelatihan kepada anggota POKDARWIS dan masyarakat desa Saham terkait pengelolaan dan pemeliharaan aset budaya rumah Radakng sebagai BCB. Temuan lainnya yang diperoleh melalui analisis SWOT yaitu terdapat kekuatan berupa dukungan dari pemerintah daerah kabupaten Landak dengan dikeluarkannya beberapa peraturan/kebijakan yang menjadi dasar pengembangan objek wisata rumah Radakng. Kelemahannya yaitu pada keterbatasan dana, rendahnya partisipasi sumberdaya manusia dan minimnya ketrampilan yang dimiliki. Namun terdapat peluang yang dapat mendukung rumah Radakng Saham sebagai wisata budaya yang dapat menjadi tujuan wisatawan yaitu melalui kegitan promosi melalui acara-acara adat yang diselenggarakan oleh pemerintah daerah setempat dan masyarakat adat. Sementara yang menjadi ancamannya yaitu adanya berbagai objek wisata baru disekitarnya, jaraknya yang cukup jauh untuk menuju ke rumah Radakng Saham dan kebiasaan masyarakat yang belum memahami keberadaan rumah Radakng Saham sebagai salah satu BCB. Berdasarkan hasil analisis SWOT, maka beberapa strategi alternatif yang dapat diajukan kepada pemerintah daerah yaitu melakukan promosi, koordinansi dengan pihak terkait, memberikan edukasi dan pelatihan lebih intensif lagi kepada masyarakat terkait strategi pengembangan rumah radakng sebagai objek wisata.
