The application of Large Scale Social Restriction (PSBB) makes the policy of the government of DKI Jakarta to get a response from the citizens of DKI Jakarta as well as stakeholders in the lower figure of the spread COVID-19 in DKI Jakarta. The purpose of this research is to identify the policy on the implementation of the PSBB DKI Jakarta using the theory of grindle with communication factors, factors of human resources, factors of attitudes, and factors of the bureaucratic structure by outlining the process of implementation of the policy. The research method using secondary data qualitative focuses on the analysis of data with matching patterns and develop explanations of the study. The findings showed that of the four factors on the implementation has been running well, but from the factor of the attitude of the on the results of the implementation of the policy showed less good because the number of cases COVID-19 in DKI Jakarta is still relatively higher than the percentage do the government of DKI Jakarta. Thus the need for optimization of the disposition or attitude of implementers in involving experts in order cases COVID-19 decrease on the spread of the pandemic COVID-19 in DKI JakartaKeywords : COVID-19, Government of DKI Jakarta,Implementation, PSBB
This study aims to identify the implementation of child protection policies during the Covid-19 pandemic through the Campus Social Responsibility (CSR) program imposed on circular letter issued by the Surabaya City Social Service number 460/33250/436.7.7/2020 analyzed based on the theory of implementation of Hogwood & Gunn (1984) and Dye's policy impact theory (2017). The results showed that the implementation of the Campus Social Responsibility program during the Covid-19 pandemic was categorized as an unsuccessful implementation since several requirements for the successful implementation of the program were not fulfilled. The impact of the unsuccessful implementation of the Campus Social Responsibility program leads to the potential rate of school dropout at the SMA/ SMK level in Surabaya is quite high. The minimal contribution from various parties involved in the Campus Social Responsibility program has the consequence that the vulnerable school dropouts cannot be handled properly causing the low quality of Human Resources (HR), increasing number of job seekers, open unemployment, moral degradation, poverty, as well as crime.
During the covid-19 pandemic, mothers have essential roles in the children’s education process. The online learning system makes mothers, as teachers and parents, provide learning assistance so that children do not drop out of school. A long time before the pandemic, the Local Government of Surabaya had a mentoring program to reduce the dropout rate. However, the program was suspended indefinitely during the covid-19 pandemic. This research aimed to identify mothers' views from underprivileged families in providing learning assistance during the covid-19 pandemic, which was usually carried out by mentoring volunteers before. This research design was descriptive qualitative with data collection techniques conducted in the form of interviews and documentation. Then, the collected data were analyzed using Creswell's hierarchical linear model. The results showed that mothers experienced various difficulties assisting children without a mentoring program from the Local Government of Surabaya. Busyness as career women and the lack of education from the mothers have the potential for children to be vulnerable to dropping out of school. Heretofore, mothers' involvement in alleviating the problem of dropping out of school has received little attention from the Government. Therefore, hopefully, this research contribution can provide the required information in family-based education services improvement during an emergency due to the outbreak.
Dispensation of early marriage in Madura is almost evenly distributed in four districts in Madura. The problem of early marriage is inseparable from the cultural factor of abhakalan which has become a tradition of arranged marriages from an early age. The implementation of Law Number 16 of 2019 concerning marriage, especially the age limit for marriage, has so far not been optimally applied to village communities. This study aims to provide alternative policies in dealing with the problem of early marriage in Madura. The method used in this research is qualitative with a literature review based on secondary data sources. Then the various data sources were analyzed through three approaches, namely; partnership, networking, and participatory. The results of the study show that alternative policies through three approaches (partnership, networking, and participatory) can be combined with the Madurese philosophical bupa' (father), babu (mother), guruh (teacher), rato (leader) where there is compliance in carrying out the policy because some of these subjects are highly respected by the Madurese people. Each of their roles is the government (rato) as a partner in carrying out programs based on existing policies, kiai and teachers (guruh) in providing religious education and character education, and parents (bupa' and babu) in the process of parenting and the main prevention of culture abhakalan.
The purpose of this study is to analyze and describe the National Health Insurance program in terms of the budget deficit problem and its implications for health insurance for Covid-19 patients. This study uses a qualitative method oriented to library research (library research) using secondary data sources and William N. Dunn's analytical approach. The results of this study indicate that the National Health Insurance (JKN) program has not found a bright spot in dealing with the budget deficit after the JKN rate increase through Presidential Decree Number 75 of 2019 was canceled by the Supreme Court because it was considered to have violated the provisions of the 1945 Law article 28 H paragraph 1. The handling of covid-19 patients as the health insurance is instructed to be borne by the BPJS also has legal regulatory constraints, which is contrary to Presidential Decree Number 82 of 2018 article 52 paragraph 1 letter O. Even though the efforts to service covid-19 patients, the budget comes from injecting APBN and APBD funds as effort prevention of a larger deficit, but operationally violates applicable legal provisions. For this reason, it is necessary to make new rules and revise related regulations in order to accelerate the handling of policies in accordance with applicable legal provisions.
