This paper presents a framework for analyzing the economic, health, and recreation implications of swim closures related to high fecal indicator bacteria (FIB) levels. The framework utilizes benefit transfer policy analysis to provide a practical procedure for estimating the effectiveness of recreational water quality policies. Evaluation criteria include the rates of intended and unintended management outcomes, whether the chosen protocols generate closures with positive net economic benefits to swimmers, and the number of predicted illnesses the policy is able to prevent. We demonstrate the framework through a case study of a Lake Michigan freshwater beach using existing water quality and visitor data from 1998 to 2001. We find that a typical closure causes a net economic loss among would-be swimmers totaling $1274-37 030/ day, depending on the value assumptions used. Unnecessary closures, caused by high indicator variability and a 24-h time delay between when samples are taken and the management decision can be made, occurred on 14 (12%) out of 118 monitored summer days. Days with high FIB levels when the swim area is open are also common but do relatively little economic harm in comparison. Also, even if the closure policy could be implemented daily and perfectly without error, only about 42% of predicted illnesses would be avoided. These conclusions were sensitive to the relative values and risk preferences that swimmers have for recreation access and avoiding health effects, suggesting a need for further study of the impacts of recreational water quality policies on individuals.

USGS Staff --Published Research. 743.Abstract This paper examines possible adaptations to climate change in terms of pasture and crop land use and stocking rate in the United States (U.S.). Using Agricultural Census and climate data in a statistical model, we find that as temperature and precipitation increases agricultural commodity producers respond by reducing crop land and increasing pasture land. In addition, cattle stocking rate decreases as the summer Temperature-humidity Index (THI) increases and summer precipitation decreases. Using the statistical model with climate data from four General Circulation Models (GCMs), we project that land use shifts from cropping to grazing and the stocking rate declines, and these adaptations are more pronounced in the central and the southeast regions of the U.S. Controlling for other farm production variables, crop land decreases by 6 % and pasture land increases by 33 % from the baseline. Correspondingly, the associated economic impact due to adaptation is around −14 and 29 million dollars to crop producers and pasture producers by the end of this century, respectively. The national and regional results have implications for farm programs and subsidy policies.

The U.S. Geological Survey, Multi Hazards Demonstration Project (MHDP) uses hazards science to improve resiliency of communities to natural disasters including earthquakes, tsunamis, wildfires, landslides, floods and coastal erosion. The project engages emergency planners, businesses, universities, government agencies, and others in preparing for major natural disasters. The project also helps to set research goals and provides decision-making information for loss reduction and improved resiliency. The first public product of the MHDP was the ShakeOut Earthquake Scenario published in May 2008. This detailed depiction of a hypothetical magnitude 7.8 earthquake on the San Andreas Fault in southern California served as the centerpiece of the largest earthquake drill in United States history, involving over 5,000 emergency responders and the participation of over 5.5 million citizens. This document summarizes the next major public project for MHDP, a winter storm scenario called ARkStorm (for Atmospheric River 1,000). Experts have designed a large, scientifically realistic meteorological event followed by an examination of the secondary hazards (for example, landslides and flooding), physical damages to the built environment, and social and economic consequences. The hypothetical storm depicted here would strike the U.S. West Coast and be similar to the intense California winter storms of 1861 and 1862 that left the central valley of California impassible. The storm is estimated to produce precipitation that in many places exceeds levels only experienced on average once every 500 to 1,000 years. Extensive flooding results. In many cases flooding overwhelms the state's flood-protection system, which is typically designed to resist 100-to 200-year runoffs. The Central Valley experiences hypothetical flooding 300 miles long and 20 or more miles wide. Serious flooding also occurs in Orange County, Los Angeles County, San Diego, the San Francisco Bay area, and other coastal communities. Windspeeds in some places reach 125 miles per hour, hurricaneforce winds. Across wider areas of the state, winds reach 60 miles per hour. Hundreds of landslides damage roads, highways, and homes. Property damage exceeds $300 billion, most from flooding. Demand surge (an increase in labor rates and other repair costs after major natural disasters) could increase property losses by 20 percent. Agricultural losses and other costs to repair lifelines, dewater (drain) flooded islands, and repair damage from landslides, brings the total direct property loss to nearly $400 billion, of which $20 to $30 billion would be recoverable through public and commercial insurance. Power, water, sewer, and other lifelines experience damage that takes weeks or months to restore. Flooding evacuation could involve 1.5 million residents in the inland region and delta counties. Business interruption costs reach $325 billion in addition to the $400 billion property repair costs, meaning that an ARkStorm could cost on the order of $725 billion, which is nearly 3 ti...
For the ShakeOut Earthquake Scenario, we estimate $68 billion in direct and indirect business interruption (BI) and $11 billion in related costs in addition to the $113 billion in property damage in an eight-county Southern California region. The modeled conduits of shock to the economy are property damage and lifeline service outages that affect the economy's ability to produce. Property damage from fire is 50% greater than property damage from shaking because fire is more devastating. BI from water service disruption and fire each represent around one-third of total BI losses because of the long duration of service outage or long restoration and reconstruction periods. Total BI losses are 4.3% of annual gross output in the affected region, an impact far larger than most conventional economic recessions. These losses are still much lower than they potentially could be due to the resilience of the economy.
In 2008, an earthquake-planning scenario document was released by the U.S. Geological Survey (USGS) and California Geological Survey that hypothesizes the occurrence and effects of a Mw7.8 earthquake on the southern San Andreas Fault. It was created by more than 300 scientists and engineers. Fault offsets reach 13 m and up to 8 m at lifeline crossings. Physics-based modeling was used to generate maps of shaking intensity, with peak ground velocities of 3 m/sec near the fault and exceeding 0.5 m/sec over 10,000 km2. A custom HAZUS®MH analysis and 18 special studies were performed to characterize the effects of the earthquake on the built environment. The scenario posits 1,800 deaths and 53,000 injuries requiring emergency room care. Approximately 1,600 fires are ignited, resulting in the destruction of 200 million square feet of the building stock, the equivalent of 133,000 single-family homes. Fire contributes $87 billion in property and business interruption loss, out of the total $191 billion in economic loss, with most of the rest coming from shake-related building and content damage ($46 billion) and business interruption loss from water outages ($24 billion). Emergency response activities are depicted in detail, in an innovative grid showing activities versus time, a new format introduced in this study.
Following a damaging earthquake, "business interruption" (BI) --reduced production of goods and services --begins and continues long after the ground shaking stops. Economic resilience reduces BI losses by making the best use of the resources available at a given point in time (static resilience) or by speeding recovery through repair and reconstruction (dynamic resilience), in contrast to mitigation that prevents damage in the first place. Economic resilience is an important concept to incorporate into economic loss modeling and recovery and contingency planning.Dimensions of a refined economic resilience framework include applicability of resilience strategies to inputs and output, demand and supply side effects, inherent and adaptive abilities, and levels of economies. It provides a means to organize and share strategies that enhance economic resilience; identify overlooked resilience strategies; and present evidence and structure of resilience strategies for economic loss modelers. Numerous resilience strategies are compiled from stakeholder discussions about the ShakeOut Scenario (Jones et al., 2008). Modeled results of ShakeOut BI losses reveal variable effectiveness of resilience strategies across sectors given lengthy disruptions caused by fire-damaged buildings and water service outages. Resilience is a complement to mitigation and may, in fact, have cost and allhazards advantages.
