Les enseignants contractuels de l'Education nationale : vers l'institutionnalisation d'une gestion coutumière de la pénurie ?Résumé Cet article interroge les modes d'institutionnalisation de la gestion des enseignants contractuels en France en réponse à l'émergence de la « pénurie » d'enseignants comme nouvelle problématisation de l'action publique. Fondée sur une enquête qualitative menée à la fois au niveau national et dans trois académies (Créteil, Dijon et Lyon), il met en évidence comment la contractualisation, dont les modalités concrètes de mise en oeuvre sont grandement laissées aux rectorats, a progressivement été conçue comme une solution politique à cette pénurie, puis comment elle s'institutionnalise selon les configurations académiques -avant d'interroger son lien avec la gestion des enseignants titulaires. Si cette institutionnalisation décalque le schéma de gestion des enseignants contractuels sur celui des titulaires, elle se caractérise aussi par des « errements inventifs » des gestionnaires académiques, notamment en situation de tension. Ces errements impliquent parfois des sauts qualitatifs importants mais localisés, dont les effets sur la gestion des enseignants dans son ensemble restent encore incertains.
International audienceFondé sur des archives, des entretiens et des enquêtes ethnographiques dans plusieurs écoles, cet article analyse les modalités par lesquelles un groupe professionnel peu connu, les rééducateurs de l'Éducation nationale (appelés « maîtres G » et chargés d'accompagner les élèves en difficulté d'apprentissage), défend une expertise spécifique et entretient son territoire dans la période contemporaine. Entre 2007 et 2012, la profession voit sa juridiction menacée politiquement par un projet visant à supprimer cette fonction, dans un contexte de concurrence exacerbée avec d'autres professionnels de la lutte contre l'échec scolaire. Les rééducateurs se défendent à travers leur organisation nationale, la Fédération nationale des associations des rééducateurs de l'Éducation nationale (FNAREN), et obtiennent une extension de leurs prérogatives à la faveur de l'alternance politique de 2012. Mais c'est surtout à travers leurs pratiques professionnelles quotidiennes qu'ils mettent en ouvre un important travail d'inférence, visant à prouver la singularité de leur expertise (à mi-chemin entre celle des enseignants « ordinaires » et celle des psychologues) et l'efficacité de leurs traitements. L'observation de situations de travail, de la constitution de leurs clientèles et de leurs relations avec les autres professionnels de la lutte contre l'échec scolaire avec lesquels ils sont en concurrence potentielle, permet de souligner la manière dont ils entretiennent en acte la juridiction du groupe, son crédit et sa légitimité en mettant en avant leur spécificité professionnelle
In a context of growing dualisation of the workforce that in France takes the form of a ‘contractual dualism’, this article analyses the mechanisms supporting the resort to contract observed in the public teaching sector otherwise modelled on (statutory, long-term) civil service. It departs from analyses mainly focused on the institutional variations of dualism and their outputs, and contributes to the literature on labour market segmentations by adopting an analysis of workers’ experiences and professional trajectories. Findings reveal that contract teachers receive little support from the state to secure their careers and develop professionally, but nonetheless commit to their careers despite the differential in employment and work conditions, which they seemingly consider as acceptable comparatively with their previous work and employment conditions, and given their social origins and aspirations. Analyses thus bring forth new evidence of intersections between institutionalised forms of dualism, social reproduction and the employment trajectories of individuals.
