This study is an assessment of the effectiveness of the Inspector Cadet Police Basic Training Programme on the practice of integrity as a result of the implementation of the Royal Malaysian Police (RMP) Integrity Plan. The training programme is aimed at creating senior police officers who practice good governance iorder to improve the quality of service delivery and management as well as to create an excellent image of RMP. The RMP’s commitment to upholding integrity has been proven by management improvements through the implementation of some initiatives such as the establishment of the Department of Integrity andStandard Compliance and the implementation of the RMP Integrity Plan, and the implementation of the Enforcement Agency Integrity Module in the RMP training module. This descriptive study uses a qualitative approach based on a structured design of a case study. Primary data were obtained through a semistructured interview method with eight informants selected through purposive sampling techniques and supported by secondary data through document analysis and library research. The findings show that the training module has been a dominant influence and the main catalyst for the practice of integrity, apart from workplace environment and family as new findings. The study concludes that the implementation of the integrity learning module in the Police Basic Training Programme has provided the knowledge and skills towards the inculcation of integrity but somehow officers can still be influenced by work environment and family factors.
The main theme of this paper encompasses on the operationalization of the notion of integrity focusing on the performance of local authorities (LAs) in Malaysia. Specifically, the study applies the Community Integrity Building (CIB) concept which highlighted on the significant contribution of tripartite parties in gearing for better organizational performance namely community monitors, contractors and LAs. Furthermore, CIB creates an enhanced feedback loop of continuous improvement and vigilance, creating better community over time. The study also pioneered on measuring of fix rate methodology and integrity approach objectively; thus bridging the gap between conceptualization and operationalization spectrum. Finally, the paper concludes by enlightening and giving some insights on the potentials of CIB approach and changing the typical art of doing things in public service especially with regards to integrity agenda vis-'a-vis building stronger local community.
Quality of human resources is a significant factor to improve high productivity performance of an organization or industry. The quality of human resources can be indicated through competence, skills, ability and other specific characteristics of employee to build a teamwork within organization. Competency-Based on training emphasizes what an employee can do more than how much they know. Hence, through a mixed research method using explanatory approach, this study aims to build a model of Indonesian labor competency based on the competence of 300 Indonesian construction laborers in Malaysia. This model emphasizes four criteria of competency which are communication, skills, interpersonal, and attitude. The finding showed that Indonesian labor force is competent in communication, interpersonal, and attitude. However, Indonesian labor force is seen to be incompetent in criterion skills and still needs training to improve their skills to be in line with the industry needs
