Human capital is the driving force behind the digital economy. The use of digital technology has a significant impact on the entire life cycle of personnel in an organization, including hiring, onboarding, and firing. The authors examined the essence of the personnel management system, various models for building a personnel management system in an organization, and studied applying a particular model for a specific organization. The authors studied and visually presented the features of objects, subjects and goals of the personnel management system. The authors also examined the impact of digitalization on the personnel management system, what requirements are imposed on personnel's professional competencies, and new and already used trends in HR automation and recruiting that will help to work better and more efficiently. Generalization of theoretical and empirical experience, cognitive technologies based on the use of artificial intelligence and digital data in HR management allowed the authors to highlight innovative solutions and propose an algorithm for transforming the personnel management system in the context of digitalization of HR processes. Besides, the authors proposed criteria and a scale for assessing the effectiveness of the transformation of the personnel management system in the context of the digitalization of HR processes. Thanks to this, as well as the use of such elements in the framework of personnel management as cloud technology, the ability to work remotely, big data, social media and artificial intelligence, companies, can increase their lead over competitors.
The COVID-19 epidemic has hit the world economy hard, leaving no industry without consequences. The travel and tourism industries have been hit hardest by partial and complete lockdowns around the world. Exit from the recession and recovery of the sector should take place in the format of a new normal. In the framework of this study, it was argued that another framework for the development of tourism and hospitality is sustainable development. The necessity of rethinking the industry in the direction of sustainability is substantiated in connection with nature conservation, reassessment of the socio-cultural environment, and the benefits of active participation in the economy and local development. Emphasis is placed on the need for a solution that is primary - rethinking or rapid recovery. Underlined, that sustainable tourism should have a positive impact by improving the livelihoods of local communities. The most important thing is the employment of locals in the tourism business. Ensuring their financial security is important, especially during periods such as the decline in tourists caused by the pandemic. Sustainable tourism is financially profitable and profitable for stakeholders.
The article is devoted to the current problem of today, which has acquired special significance in the context of building an information society. It is shown that Ukraine recognises the value of progress in the digitalisation of economic transformations. Creating a digital infrastructure of the economic sector requires the formation of future professionals’ digital competence in the educational space. Perspectives of digital technology are defined as the search of content according to interests; meeting the individual needs of pace and the level of professional growth requirements for the modern specialist; the constant modernisation of the style and forms of economic culture; and the connection of economic and educational spheres. It is concluded that Ukraine has all the conditions for transformation processes of digitalisation of economic professional education, which will bring the economy to a high technological level of development. Digital dual vocational education, with one of the most important factors of economic growth and formation of a new competent and competitive professional in the economic sector, is defined. The subjects of digital interaction in the conditions of dual professional education of future specialists of the economic branch are identified and characterised. Further research considering the expediency of educational and economic clusters of professional training of future experts of the economic branch is also defined. The article emphasizes the importance of economic education as a part of general education, in terms of market transformations and democratization of society. Modern requirements for professional training of future economists are analyzed; the meaning of the concepts "competence", "cognizance", "transversal competences", "digital space" is specified. It is established that the concept of "transversal competence" is not sufficiently developed by European scientists, but on the other hand, a slightly larger number of scientific works on the study of this concept the domestic scientists have, and it is evidenced by the results of inquiries in Ukrainian - 3620 exceptions.

Economic culture is a basic category that reflects not only the quality of social relations during production, distribution and consumption of material goods, but also a measure of social development. It is a set of institutionalized activities that ensure the adaptation of specific societies and groups to the economic conditions of their life. Economic culture is a special area of culture associated with the reproduction of relations between people in the process of and for their economic activities. Embodying moral, religious and aesthetic values, economic culture forms its own corethe national economic consciousness, which can be either constructive or destructive. Economic culture is made up of economic knowledge, economic thinking and economic orientations. Under socio-cultural transformations, professional knowledge becomes an important element of economic culture. Today, every technological decision has an economic aspect. Economic culture is the basis of any professional activity because it implies individuals' entrepreneurial and creative qualities, competence, professional skills, and responsibility. Economic and moral cultures share the same goals, i.e., the formation of ideas, attitudes, principles and rules of conduct in line with the universal humanitarian values.
The history of human civilization shows that society has always needed people who possess high intellectual and creative potential and extraordinary analytical abilities. Today, a great role in social progress is played by the intellectualization of society, when the whole world uses new information technologies, which undoubtedly expands the cognitive capabilities of man. New technologies are being developed, new phenomena and facts are being discovered, new theories and knowledge, new sciences are appearing, and their study is accompanied by the development of new research tools. Such intensive development of scientific potential affects the intellectual culture of society, which promotes the invention, innovation and development of fundamentally new technologies for research and dissemination of knowledge in the socioeconomic space to ensure competitive advantages of enterprises in a market economy. The innovative activity of Ukrainian enterprises is determined not only by their innovative potential, but also by the innovative environment, in which the leading role is played by innovation culture. This is due to the fact that the growing complexity of technology and the dynamics of the technical process require the creation of innovation culture, which promotes change making and production of customer-oriented innovative products. Such a culture is characterized by clear goals, innovative energy, willingness to take risks, and courageous technical solutions. The definition of innovation culture as a component of innovation potential, "which characterizes the level of educational, cultural and sociopsychological readiness of individuals and society as a whole to perceive and implement the idea of economic development on an innovative basis" is given in the Law of Ukraine "Priority Areas of Innovation in Ukraine" [3]. Innovation culture is believed to be a functional subsystem in the innovation system of the enterprise, and it has its own potential and is able to stimulate the use of innovation potential of both the enterprise and its individual worker. Innovation culture is formed by means of an effective system of incentives, transparent and accessible information and communication flows, the development of modern organizational structures for competence and knowledge management. Innovation culture is able to direct the development of innovation potential for social purposes, which shows its humane nature, which is in line with the global trends in labor socialization. Innovation culture also harmonizes the interests of all innovation process participants throughout the innovation chain, as the technical capabilities of the enterprise do not always coincide with its social intentions, and the economic
