The research is based on idea that sustainable development like a basic idea remains the same from the beginning but its content, priorities, and methods are evolving simultaneously with the economy. The comprehensive analysis of stages of evolution and prognosis of economic development will give a clue of the future sustainable priorities. Evolutionary changes in the economy created the background and incentives to the concept of sustainable development progress. The main idea of sustainable development, which could be briefly described like balancing between the scarcity of resources and infinity of ideas (desires) for an uncertain long period of time, is consistent with the basic principles of the economy. That gives us a possibility to predict when the next step in sustainable development will be done in accordance with the world economic dynamic. Systematization and analysis of economic development through the prism of sustainable development give us a clue for understanding instigators in the sustainable development evolution: The necessity of overcoming economic resections and crises in the most efficient and effective way. That means that we also need new ideas, new imperatives for development and basis for overcoming social inequity which has been deepening during every economic trouble and slowed down the reforming because of low governmental support; the increasing world inequality which exacerbates the global imbalance and at the end slows down the world economic development. The evolution becomes possible when coming through all stages of evolutionary developmentde-coordination, re-coordination, new order. The first phase corresponds to the creation of a point of disturbance, which could be a potential source of growth or change. The second phase is the process of re-coordination of macrolevel (macro order) as a result of continuing dissatisfaction of local unites and the impossibility of meso level to solve them. The third phase is the creation of the new order, different from the older one by its approaches, methods, tools for solving the problems raised from the microlevel and also added through globalization processes and openness. This is the evolution of sustainable development, and these processes can be tracked and predicted through the evolutionary economy.
Digital inequality of the regions is considered one of the topical issues of sustainable development provision in less developed countries. It can be defined as a gap between the geographical areas regarding the access opportunities to ICT and the Internet use for different activities. The goal of the study is to identify the link between the regional digital divide and the level of economic development in Ukraine and generalize international practices of digitalization promotion in lagging regions. Methodologically, various statistical methods (analytical grouping, variation, and correlation analysis) were used. The most appropriate and available data for assessing the digital divide referred to the State Statistical Service of Ukraine’s survey on Internet users in Ukrainian regions. The study revealed an overall shrink in the variation coefficient of the share of Internet users (from 36.4% in 2010 to 10.2% in 2019). However, the variation coefficients for the share of interacting with public authorities, reading online, and e-mailing persons remain significant.Furthermore, analytical grouping of regions suggested that the level of industrial sector development influenced the penetration of digital technologies into public life vastly, though several unaccounted factors also existed. Finally, the paper examined international practices of managing the digital divide. As a result, recommendations for public policy (e.g., the implementation of training programs for late adults and elderly, improved digital maintenance and digitalization programs for schools, price equalization for digital technologies, equal Internet provision in different regions, and investments in services digitalization) were developed.
The COVID-19 epidemic has hit the world economy hard, leaving no industry without consequences. The travel and tourism industries have been hit hardest by partial and complete lockdowns around the world. Exit from the recession and recovery of the sector should take place in the format of a new normal. In the framework of this study, it was argued that another framework for the development of tourism and hospitality is sustainable development. The necessity of rethinking the industry in the direction of sustainability is substantiated in connection with nature conservation, reassessment of the socio-cultural environment, and the benefits of active participation in the economy and local development. Emphasis is placed on the need for a solution that is primary - rethinking or rapid recovery. Underlined, that sustainable tourism should have a positive impact by improving the livelihoods of local communities. The most important thing is the employment of locals in the tourism business. Ensuring their financial security is important, especially during periods such as the decline in tourists caused by the pandemic. Sustainable tourism is financially profitable and profitable for stakeholders.
The research based on analysis smart city-initiatives in framework of sustainable development from to key approaches-are these initiatives can be sustainable and are they can stimulate sustainable development. The paper argues that applying variety of smart approaches in the cities, towns, local communities etc. allow to achieve economic development, attract investors, and mobilize local communities and create new jobs. The main results of research are developed methodology of community analysis and designed template for competitive map of the city (community). In particular the methodology of community analysis is a basis for policies, plans and programs through specifying goals and steps to achieve them accompanied by the description of the resources that are needed and proposal about access to these resources. The competitive map of the city that developing on bases of mentioned methodology will allow to reveal explicit and implicit competitive advantages of the territory, to choose the most needed at this stage of smarttechnology, to develop an up-to-date strategy with specific (measurable and achievable) goals. Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mo bilize local people and create new jobs. The smart platform allows to share data between all participants and stakeholders, this improves efficiency and stimulate changes. Openness to new technologies and technical solutions, despite the fact that cities are inert so they use systems and infrastructure much longer than people or enterprises, they can and must destroy these stereotypes by introducing new most effective for them technologies. Security should be a prioritynetwork and data security, social and environmental security, and a guarantee of transparency and legality for all-residents, entrepreneurs, investors, etc. This thesis simultaneously highlights the need for confidentiality and a responsible attitude to the data. Citizen engagement and active communication will make the development of the city manageable, effective and sustainable, since the realization of all goals of sustainable development is directed at people and people. In addition, educational activities and multilateral communications will accelerate the identification and resolution of the city's problems and provide welfare for all segments of the population.
