Collaborative innovation has been increasingly adopted by the public sector to address complex issues and improve its efficiency. Despite the developments in the literature on this subject, recent studies still indicate the need to investigate how public governance could be organized to support collaborative processes of innovation. Through a systematic review of 36 empirical studies, this article aims to contribute to bridging this gap by identifying the characteristics that should form governance in order to support the collaborative innovation process in the public sector. The results show that the establishment of relationships of trust, supported by technology tools and promoted by leaders committed to well-established goals, is a characteristic of governance that has a positive influence on collaborative innovation processes. However, there is still a need to develop more studies that indicate the characteristics of governance that may contribute to the implementation of innovation and not just to its creation processes. Points for practitioners Collaboration has been shown to be a more positive strategy for innovation in the public sector in comparison with strategies that seek isolation or competition. However, it is necessary to establish governance mechanisms that contribute to the involvement of stakeholders and to the achievement of the intended results so that this strategy becomes successful. By reviewing the results of prior empirical experiences, this article identifies that in order for collaborative innovation processes in the public sector to be successful, governance must predict: the participation of top management and managers with decision-making power; the setting of clear goals and needs; the generation of useful innovation that benefits stakeholders; and the establishment of tools that facilitate communication, interaction, and the sharing of information and knowledge. This information provides managers and public policymakers with key indicators, learned from prior mistakes and accomplishments, for the implementation of this innovation strategy in their organizations.
Este trabalho teve como objetivo apresentar uma revisão deliteratura acerca da percepção de suporte organizacional eintenção de rotatividade. Para tanto, o foco recaiu em marcosreferenciais e artigos da literatura nacional e internacionalsobre os referidos temas. Apesar das pesquisas selecionadas nãocorrelacionarem a percepção de suporte organizacional com aintenção de rotatividade dos trabalhadores, elas evidenciaramque a baixa percepção de suporte pode levar a consequênciascomo o absenteísmo e a intenção de rotatividade. Ademais,também demonstraram que a intenção de deixar a organizaçãopode estar relacionada a diversos fatores, entre eles, o baixonível de percepção de suporte organizacional, a satisfação notrabalho e ao bem-estar do trabalhador.
RESUMO As nomeações públicas despertam o interesse de pesquisadores e gestores públicos já há bastante tempo, se tornando um campo importante para a compreensão das relações entre a política e a burocracia. A partir de uma revisão da literatura dos últimos 10 anos, este ensaio tem como objetivo discutir as principais motivações, critérios e desafios relacionados ao processo de escolha para os cargos públicos de livre nomeação, propondo um avanço na teoria sobre o tema, para que sejam discutidas as relações de atores externos ao setor público com os processos de nomeações públicas. Os resultados da revisão mostram que o controle político é a principal motivação abordada na literatura recente, e a lealdade ao governante é o mais importante critério de escolha, indicando como grande desafio, conciliar a influência política e a meritocracia no processo de nomeação. Os estudos se concentram na participação dos políticos e dos burocratas no processo de nomeação, como se considerassem que apenas estes atores influenciam e são influenciados pela escolha dos altos funcionários públicos. No entanto, outros grupos de interesse também participam, contribuindo tanto para a escolha individual dos altos funcionários públicos quanto para o contorno das instituições que regulam o processo de nomeação.
Este trabalho tem como objetivo analisar a produção científica sobre as capacidades, valores e papéis esperados dos gestores públicos para o efetivo cumprimento de suas atribuições, analisando em que medida tais atributos têm sido utilizados na seleção de candidatos para ocupação de cargos gerenciais na administração pública. Por meio de uma revisão sistemática da literatura publicada no período de 2010 a 2018, foi possível constatar que as capacidades de comunicação, colaboração e construção de parcerias, aliadas aos valores de integridade, honestidade, eficiência e eficácia, são os atributos mais frequentemente apontados. Em parte, esses atributos são observados no recrutamento gerencial, entretanto, parecem não atender, por completo, os requisitos necessários à resolução de problemas em contextos de maior volatilidade, complexidade e inovação, reforçando a importância da profissionalização e meritocracia na ocupação dos cargos públicos, além da necessidade de estudos futuros para identificação de competências gerenciais relevantes, sob a ótica dos cidadãos.
This paper addresses the effects of the new general law on independent agencies in Brazil. This regulatory reform sought to increase transparency and accountability, strengthen ex-ante evaluation, and improve decision-making. The research objective was to evaluate the possible organizational and institutional consequences of these changes. The study compared data collected from key actors in the 11 agencies referring to the period before the law with the regulatory scenario one year after the law was enacted. The results allow an unprecedented panoramic view of the agencies’ instruments under the inspiration of better regulation, and the new scenario can positively impact these structures’ credibility and trust. The study indicates an advance in the Brazilian regulatory governance model and opens space for future research.
