In this context, and in view of the multiplicity and complexity of territorial systems, the development of observational tools appears essential. Observation, at the interface between reality and knowledge and therefore necessary for all planning and prospective approaches, appears as the strategic informational link in decisional circuits and hence in the necessary regulation of territorial systems.Les évolutions de nos sociétés mondialisées et leurs effets sur les territoires et l'environnement imposent aux décideurs et aux praticiens de l'aménagement de comprendre l'état et les dynamiques de leurs territoires de compétences. Dans ce contexte, face à la multiplicité des données à considérer et à la complexité des systèmes territoriaux, le développement d'outils d'observation s'avère plus que jamais nécessaire. Interface entre réalité et connaissances et de ce fait indispensable à toute démarche de planification et de prospective, l'observation apparaît alors comme un maillon informationnel stratégique des circuits décisionnels et donc de la régulation nécessaire des systèmes territoriaux
L'organisation spatiale d'un territoire doit beaucoup à l'histoire, aux multiples acteurs dont les destins se sont croisés en ses lieux, et qui, par leurs décisions, ont orienté de manière radicale son évolution. Dans le cadre d'un territoire transfrontalier, la situation se révèle encore plus complexe à aborder, puisque les différentiels engendrés par la limite étatique ont pesé et pèsent encore sur son devenir. Il en reste aujourd'hui une structuration, mais aussi et surtout clés dynamiques empreintes des choix et des bifurcations antérieures. Nous nous posons donc la question de la représentation des faits et de l'organisation territoriale qui en découle. En établissant un modèle conceptuel nous allons remonter l'histoire de ce territoire, et reconstituer la systémogenèse du système spatial actuel représente par des modèles d'interaction spatiale à l'aide de chorèmes.
The burial of radioactive waste in deep geological repositories has gradually imposed itself since the 1980s in various countries. Considered more stable, safe, and responsible than storage above ground, this solution is seen as a way of keeping the waste out of human reach, and of freeing oneself of the obligation to monitor repositories. However, it soon became clear that the idea of relying on the relative stability of deep geological repositories for the safe disposal of nuclear waste to remove it from the ‘all too human’ risks associated with history’s turbulences, has produced new uncertainties, and raised new questions, given the multi-millennial time scales involved.
This article presents a study of the strategies adopted by the actors in charge of radioactive waste management in the face of the temporal constraints imposed by the length of their radioactive life. More specifically, it is intended to question the representations of temporality that allow the designers of these projects to assume their responsibilities by transmitting information and warnings towards to an extremely distant future, to recipients who are not easily representable and for whom they already have a responsibility even though they do not yet exist.
International audienceLes observatoires territoriaux, aboutissement instrumenté de la pratique de l'observation, sont confrontés au double défi de produire une représentation collective compréhensible et opérationnelle des territoires tout en devant restituer la complexité inhérente aux systèmes qu'ils décrivent. Les auteurs nous proposent ainsi, partant d'une clarification des enjeux liés à cette problématique puis positionnant les outils d'observation à l'interface entre réalité et connaissance, de revenir sur l'importance des aspects sociocognitifs de l'observation et les attendus techniques de sa mise en œuvre. Sur la base de ces différents éléments, l'article revient ensuite sur les limites de l'exercice mais aussi sur les perspectives nouvelles qui font aujourd'hui des observatoires de véritables outils d'Intelligence Territoriale
