Purpose The purpose of this paper is to introduce a multi-level framework for semantic modeling (MFSM) based on four signification levels: objects, classes of entities, instances and domains. In addition, four fundamental propositions of the signification process underpin these levels, namely, classification, decomposition, instantiation and contextualization. Design/methodology/approach The deductive approach guided the design of this modeling framework. The authors empirically validated the MFSM in two ways. First, the authors identified the signification processes used in articles that deal with semantic modeling. The authors then applied the MFSM to model the semantic context of the literature about lean manufacturing, a field of management science. Findings The MFSM presents a highly consistent approach about the signification process, integrates the semantic modeling literature in a new and comprehensive view; and permits the modeling of any semantic context, thus facilitating the development of knowledge organization systems based on semantic search. Research limitations/implications The use of MFSM is manual and, thus, requires a considerable effort of the team that decides to model a semantic context. In this paper, the modeling was generated by specialists, and in the future should be applicated to lay users. Practical implications The MFSM opens up avenues to a new form of classification of documents, as well as for the development of tools based on the semantic search, and to investigate how users do their searches. Social implications The MFSM can be used to model archives semantically in public or private settings. In future, it can be incorporated to search engines for more efficient searches of users. Originality/value The MFSM provides a new and comprehensive approach about the elementary levels and activities in the process of signification. In addition, this new framework presents a new form to model semantically any context classifying its objects.
A revolução da informação e da gestão do conhecimento na atualidade vem trazendo transformações significativas jamais vistas em tempos anteriores. As recentes revoltas populares que estão derrubando governos ditatoriais mostram a força das tecnologias de informação para mobilizar e aglutinar milhares de pessoas em torno de objetivos comuns. Nesse contexto, este estudo buscou compreender as constantes mudanças no ambiente e no arcabouço legal do país, através do seguinte questionamento: como os municípios brasileiros disseminam a informação para o cidadão sob a ótica das práticas da Gestão do Conhecimento e do Governo Eletrônico? Para isso, realizou-se uma pesquisa descritiva quantitativa, cuja avaliação consiste em 9 dimensões e 15 critérios, totalizando 187 pontos de verificação. Verificou-se que 62,96% dos municípios estão evoluindo quanto à adoção de práticas relacionadas à disponibilização de informações sobre sua gestão fiscal. Também foi constatado que todos os municípios ainda necessitam de ferramentas avançadas que possam facilitar o acesso do contribuinte aos atos e serviços públicos. Com relação ao desenvolvimento da gestão e difusão da informação, em 77,78% dos portais pesquisados, o acesso à informação não se dá de forma fácil, compreensível e rápida, contribuindo para o aumento da assimetria informacional entre governo e cidadão.
Knowledge is one of the most important assets in organizations. While there are several studies about knowledge management, there are few texts dedicated to classifying the existing types of knowledge. As such, the concept of knowledge is overlooked in the literature. Hence, this situation poses a dilemma: how could a thing that is not well understood be adequately managed? Drawing on current knowledge taxonomies and the organizational routines concept, we address this gap by outlining a taxonomy of how knowledge is manifested in the execution and structuration of organizational routines. This taxonomy is generated through the grounding process of examining the organizational routines of an academic department in a public university. As the main result, it was identified four basic types of knowledge: stable-reproducible, problem-solving, incremental-shift, and paradigmatic-shift. As main theoretical contribution, this paper introduces a knowledge taxonomy, which is an alternative view in relation to the current taxonomies. As a practical implication, these four types of knowledge presented point out to the necessity of the development of specific knowledge management practices for each type of knowledge.
Knowledge Management Implementation (KMI) can be analysed from three perspectives: Knowledge Management System (KMS) implementation, Knowledge Management Processes (KMPs) implementation and Organisational Outcomes (OO). Quality Function Deployment (QFD), conceived within the scope of quality, represents a method capable of bringing significant contributions to the knowledge field of KMI. The QFD method stands out as a comprehensive approach to improve the quality of products and services, focussing on customer requirements. The literature presents a scarcity of studies that discuss the KMI implementation process, addressing these three perspectives. Furthermore, studies that address QFD in the context of KM are more focussed on the KMS implementation perspective. In this context, this research proposes an innovative approach adopting QFD in order to structure the KMI, encompassing the three perspectives presented (KMS implementation, KMP implementation and OO). In this context, QFD is seen as a method of integrating and operationalising KMI activities. To validate this approach, we applied the case study in an academic support department at a Brazilian public university. As a result, it was possible to verify that the QFD helps in the operationalisation of the KMS and KMP and also improves OO. Still, it was observed that the approach to knowledge management seems to be easy to apply in the academic setting and has produced good results in the service offered in the department where it was applied.
ResumoEste ensaio teórico busca contextualizar o processo de desenvolvimento das capacidades dinâmicas e discutir sobre como essas capacidades dinâmicas podem ser desenvolvidas com o auxílio da gestão do conhecimento, levantando indagações e refletindo sobre o tema, sem ter a pretensão de exaurir pontos específicos e suas tendências. Para tanto, fez-se um levantamento bibliográfico sobre os temas gestão do conhecimento e capacidades dinâmicas. Como resultado é apresentada uma reflexão acerca do desenvolvimento das capacidades dinâmicas por meio de práticas de gestão do conhecimento que, em alguns casos, utilizam ferramentas da tecnologia da informação e comunicação como suporte. Além disso, são apresentados estudos que enumeram diversas práticas e ferramentas existentes em organizações, trazendo a este ensaio uma discussão não apenas da relação entre as práticas de desenvolvimento de capacidades dinâmicas, mas também explicita a operacionalização, ou seja, ilustra quais podem ser essas práticas que, tornando-se uma rotina, possibilitam o desenvolvimento de uma capacidade dinâmica. AbstractThis study contextualizes the development process of dynamic capabilities and discuss how these dynamic capabilities can be developed with the help of knowledge management, raising questions and reflecting on the subject, without the pretension of exhausting specific points and trends. Therefore, there was a literature on the topics knowledge management and dynamic capabilities. As a result, presents a reflection on the development of dynamic capabilities through knowledge management practices that, in some cases, use of information and communication technology tools to support. In addition, studies are presented that list several practices and existing tools in organizations, bringing this essay a discussion not only of the relationship between the development of dynamic capabilities practices, but also explains the operation, that is, illustrates what can be these practices that becoming a routine, enable the development of a dynamic capability.
Buscando entender como o conhecimento se manifesta na práxis, permitindo ao indivíduo intervir na realidade, o presente artigo tem como objetivo propor uma taxonomia dos conhecimentos existentes no contexto das organizações. Esta taxonomia é validada por meio da sua aplicação na classificação dos conhecimentos relacionados a uma unidade administrativa de uma universidade pública. Como instrumentos de coleta de dados foram utilizados entrevistas, análise de documentos e um workshop. Com efeito, são identificados seis tipos de conhecimento. O modelo de classificação proposto, complementar as abordagens existentes na literatura, permite verificar que diferentes tipos de conhecimento implicam em diferentes formas de gestão do mesmo. Ademais, este resultado enseja o desenvolvimento de novas metodologias para a gestão do conhecimento a partir de múltiplas perspectivas.
