Sustainability Assessment of Social and Economic Development of Municipalities in the Voronezh Region

In Russia, the issue of improving socio-economic sustainability of municipalities in the region through the assessment of its indicators are particularly relevant. The aim of this work is to assess the sustainability of socio-economic development of municipalities in the Voronezh region. The paper uses a systematic approach for a comprehensive, structured and dynamic study of the state of socio-economic sustainability of municipalities in the region. This approach uses the methods of classification and comparative analysis. The authors propose a methodology for assessing the sustainability of socio-economic development of the region’s municipalities. The results of calculating the integral sustainability index indicate the presence of five groups of municipalities, characterized by a particular degree of socio-economic sustainability, ranging from high to crisis. The proposed methodology for assessing the sustainability of socio-economic development of municipalities allows us to highlight the problematic parameters of socio-economic development within the municipalities themselves and to identify the main strategic objectives on the way to a single strategic goal: improving the level and quality of life of the population. Regional policy measures to equalize the level of socio-economic development should be designed, taking into account the identified features of the territorial development of municipal districts.

В монографии проведена исследования по усовершенствованию классификации внешних и внутренних факторов, влияющих на занятость, путем выделения основных описательных признаков, классификация внутренних факторов с точки зрения государственных структур в сфере координации занятости и работодателей, оценена перспективы изменения показателей формальной и неформальной занятости на национальном рынке труда на основе факторного анализа, основанного на анализе уровня влияния факторов на занятость, анализ существующих проблем в сборе и обобщении показателей рынка труда и занятости в национальной статистической системе и решение системных проблем. Вместе с этим улучшена методология выявления и разграничения неформальной занятости на основе международного опыта определения границ неформальной занятости. На основе проведенных исследований предлагается внедрение комплексной программно-целевой модели развития рынка труда на основе когнитивной G-модели с целью повышения эффективности процессов развития рынка труда и управления. Монография рекомендована студентам, исследователям, интересующимся экономическими аспектами бизнеса.

Aim. The presented study aims to develop an organizational and economic mechanism for managing the competitive sustainable development of an industrial enterprise that would increase the enterprise’s performance and the sustainability of its development in a competitive environment and in the context of the digital transformation of the industry.Tasks. The authors analyze and formulate the concept of the organizational and economic mechanism for managing the competitive sustainable development of an industrial enterprise; develop the organizational and economic mechanism for managing the competitive sustainable development of an industrial enterprise; identify stages in the process of managing the sustainable development of an industrial enterprise; evaluate the economic potential of an enterprise.Methods. This article is based on the analysis and formalization of the main provisions of the study, which uses economic-mathematical and economic-statistical methods to assess the performance and development of an enterprise.Results. The urgency of improving the efficiency of managing the competitive sustainable development of an industrial enterprise is justified. The concept of an organizational and economic mechanism for managing the competitive sustainable development of an industrial enterprise is formulated and the stages of this management process are identified. An organizational and economic mechanism for managing the competitive sustainable development of an industrial enterprise is developed, ensuring an increase in the enterprise’s performance.Conclusions. Application of the organizational and economic mechanism for managing the competitive sustainable development of an industrial enterprise will make it possible to keep track of unfavorable market trends and adequately respond to them, thus increasing the performance of the enterprise.
