Abstract. The current state of economic development and innovations' support often brings small and medium enterprises (SMEs) at the forefront of government fiscal policy. Various policy measures targeted at SMEs' support and development necessarily include measures on promotion of innovations within small business. However, despite substantial efforts undertaken by the authorities to increased financial injections into this area, development of innovations by small businesses faces many obstacles. Statistics on the registered small and medium enterprises shows that the sharp rise of entrepreneurship observed in the early 1990s changed for the stagnation towards the end of the decade and sluggish dynamics of the present time. Unfortunately, as practice shows, measures taken so far do not stimulate significant changes in the development of small business. Moreover, differentiation of small businesses between regions is only increasing, as it is manifested through substitution of divergence for convergence. Our paper analyzes the legal framework regulating small business development as well as state of innovations within SMEs so that to identify the main indicators

International trade in biomass for energy is growing and wood pellets have become a very successful internationally traded bioenergy-based commodity. Russian wood pellets have captured an important share of European markets. The wood pellets are mainly transported to European markets by sea. The paper addresses challenges facing wood pellet logistics in Northwest Russia, through the ports of St. Petersburg, Vyborg, and Ust-Luga, focusing on options for seaborne transportation of pellets from producer to consumer from the economic, environmental and regulatory perspectives. The study shows that seaborne transportation of Russian wood pellets faces many constraints and without improvements in all stages of the wood pellet transportation chain through Northwest Russian seaports, the future for Russian wood pellet exports to Europe does not seem promising from the economic and environmental perspectives. Optimal logistics-related decisions require analysis of each specific situation, with detailed study of the investment and production capacities of the individual companies involved. Better knowledge of the respective stages of the wood pellet transportation chain and full consideration of the environmental aspects involved will enable effective optimization actions to be taken. This study represents a starting point for further discussion of possible improvements to seaborne wood pellet transportation to European consumers.

As biomass has become increasingly important, wood pellets are becoming more widely used, and the storage of wood flour, which is the raw material of wood pellets, has become inevitable. The purpose of this study was to reduce the economic losses from fires during storage of porous combustible materials. To achieve this purpose, the authors analyzed and compared the wood flour loss rate between the use of water and the use of wetting agents to extinguish a deep-seated fire through a scale model experiment. To do this, the authors measured the penetration amount of the water and dilute solutions of wetting agent, the weight change of the wood flour holder, and the emissions on a real time basis when that spray amount was the same. Furthermore, the authors analyzed the calorific value and combustion gas to examine the reusability of the wood flour with the added wetting agent. This study quantitatively demonstrated that the active use of wetting agents in wood flour storage fires dramatically reduced the fire loss rate of raw materials and resulted in early fire extinguishing, which minimizes companies' economic loss.
