ABSTRACT. Small-scale fisheries (SSFs) are social-ecological systems that play a critical role in terms of food security and poverty alleviation in Latin America. These fisheries are increasingly threatened by anthropogenic and climatic drivers acting at multiple scales. We review the effects of climate variability on Latin American SSFs, and discuss the combined effects of two additional human drivers: globalization of markets and governance. We show drastic long-term and large-scale effects of climate variability, e.g., sea surface temperature anomalies, wind intensity, sea level, and climatic indices, on SSFs. These variables, acting in concert with economic drivers, have exacerbated stock depletion rates in Latin American SSFs. The impact of these drivers varied according to the life cycle and latitudinal distribution of the target species, the characteristics of the oceanographic systems, and the inherent features of the social systems. Our review highlights the urgent need to improve management and governance systems to promote resilience as a way to cope with the increasing uncertainty about the impacts of climate and globalization of markets on Latin American SSFs.RESUMEN. Las pesquerías artesanales son sistemas sociales-ecológicos que desempeñan un papel clave en términos de seguridad alimentaria y la mitigación de la pobreza en América Latina. Estas pesquerías se encuentran cada vez más amenazadas por las presiones antropogénicas y climáticas que actúan a múltiples escalas temporales y espaciales. En este trabajo se ha evaluado la relación entre la variabilidad climática y los recursos pesqueros como una aproximación para comprender los posibles efectos a corto y largo plazo del cambio climático sobre las pesquerías artesanales en América Latina, teniendo en cuenta el efecto combinado de dos factores de estrés humanos adicionales: la globalización de los mercados y la gobernanza. En base al análisis cuantitativo de las extensas bases de datos utilizadas y empleando el enfoque de casos de estudio, este trabajo demuestra que se están produciendo efectos dramáticos a largo plazo y a gran escala de la variabilidad climática, que actuando de manera concertada con factores bioeconómicos, han exacerbado las tasas de depleción de los stocks en América Latina. En particular, hemos identificado dos principales factores del cambio global: (1) la variabilidad del clima a través de las anomalías de temperatura superficial del mar, de la intensidad del viento, del incremento del nivel del mar y del uso de índices climáticos, y (2) el aumento en los precios unitarios en las pesquerías artesanales que se encuentran altamente integradas en el mercado mundial de productos de la pesca. Winners and Losers in Area-Based Management of a Small-Scale Fishery in the Colombian Pacific

The Pacific coast of Colombia has some of the most extensive mangrove forests in South America. As an isolated region and one of the country's poorest, coastal communities rely on fishing as a main source of animal protein and income. In an attempt to reverse declining trends of fisheries resources, in 2008, an Exclusive Zone of Artisanal Fishing closed to industrial fishing, was established by stakeholders in the Northern Chocó region. Here we present a case study to investigate the effects of this area-based management on fisheries productivity and catch composition. Fishery landings data from 2010 to 2013 are compared to those of a neighbouring region with no fisheries management. Catch per unit effort, mean weight landed, and number of landed individuals were calculated for mangrove and non-mangrove associated species by boat type and fishing gear. A set of mixed effects models were used to unpack the effects of multiple factors and their interactions on response variables. Results show that across fishing gears and time, mean catch per unit effort increased by 50% in the Exclusive Zone of Artisanal Fishing within 3 years. Fisheries here focused on offshore resources with 61% more fishing trips associated with motorised boats than in the unmanaged region, where fishing was predominantly in mangroves and close to the coast. This suggests that fisheries management may have played a role in reducing pressure on mangrove resources. However, area-based management may have also driven the displacement of fishing effort by excluding industrial trawlers, which then concentrated their activity in neighbouring areas.

Dinámica espacio-temporal del esfuerzo en una pesquería de buceo artesanal multiespecífica y sus efectos en la variabilidad de las capturas:Implicaciones para el manejo sostenible Abstract: Spatio-temporal dynamics of fishing effort in a multi-species artisanal diving fishery and its effects on catch variability: Insights for sustainable management. Artisanal diving fisheries are a source of income, employment and food security of coastal areas in many countries. Understanding the dynamics of these fisheries, including the spatial and temporal dynamics of fishing effort, gears and species can help to address the challenges involved in fisheries management. We aimed to analyze the differences in fishing strategies undertaken by fishers that use two different diving methods (hookah and free diving), the conditions and their potential impacts on catches when adjustments to those strategies are applied over time. For this, detailed information of fishing operations from artisanal boats in the North Pacific coast of Costa Rica was analyzed in two fishing seasons (2007-2008 and 2011-2012). Data were collected by onboard observers (fishing site, fishing time, species composition, depth and visibility). Additionally, interviews with divers were applied to obtain information of price per species, species volume and fishing operations. From the total number of trips during both seasons, hookah diving was represented by a sample size of 69.3%, while free diving, with a sample of 41.9%. More than 15 species were identified in each fishing season. Nevertheless, three categories had substantial contributions in both seasons with differences in the proportions for each case: green lobster (Panulirus gracilis), octopus (Octopus sp.) and parrotfish (Scarus perrico and S. ghobban). It is worth noting that an important proportion of catch was retained by fishers for personal consumption purposes, including species of high commercial value. Additional night diving activity, increased the number of dives from one season to another. Besides, cooperation processes in free diving fishing operations, and changes in fishing effort between seasons, defined important changes in fishing strategies. Potential causes of changes in fishing strategies and the implications for management to ensure the sustainability of these fisheries in the long term are discussed. Rev. Biol.
