The Political Economy of Deforestation in the Tropics

Abstract: Tropical deforestation accounts for almost one-…fth of greenhouse gas emissions and threatens the world's most diverse ecosystems. Much of this deforestation is driven by illegal logging. We use novel satellite data that tracks annual deforestation across eight years of Indonesian institutional change to examine how local o¢ cials'incentives a¤ect deforestation. “…In this paper, we document a political cycle in illegal cash payments that firms make to politicians in order to obtain procurement contracts. Related to our findings, Burgess et al (2012) show a political cycle in another illegal activity that brings cash to politicians, namely, forest extraction in the tropics. Our finding that firms provide benefits to politicians in the face of elections is also related to Bertrand et al (2007b), who document that political connections are associated with the political cycle in employment granted for the political benefit of incumbent politicians.…”

“…Deforestation in Indonesia is largely driven by the expansion of profitable and legally sanctioned oil palm and timber plantations and logging operations (5,(8)(9)(10)(11)(12)(13). National and provincial governments zone areas of forest land to be logged or converted to plantation agriculture, and then district governments issue licenses to individual companies for these purposes ("concessions") (14,15). Substantial deforestation occurs outside of legally sanctioned concession areas as well.…”

During our observation period, the government increased the fuel price in 2013 and 2014 6 . Another possible source of a positive association between unemployment and inflation is the increased in the minimum wage.…”

“…Existing studies have indicated that short run fluctuation in the aggregate demand and aggregate supply will result in changes in the aggregate price level (hence, inflation). In this study, 6 In Indonesia, the fuel price is determined by the government instead of through market mechanism. 7 The average monthly minimum wage is available at https: //www.bps.go.id/linkTableDinamis/view/id/917 8 The correlation coefficient of BI rate and Nominal exchange rate is 0. we have shown that the subnational government spending absorption is low in the first and second quarter but then increases significantly in the third and last quarter.…”
