The peculiar insertion of Brazil into global value chains

Abstract: Brazil plays a very peculiar role in global value chains (GVC): the country imports high technological goods in general while going through early deindustrialization and relying mainly on basic goods for its exports. “…As previously showed, the Brazilian pattern of participation in GVCs is characterized by forward linkages as a primary product supplier and low backward linkages. According to Callegari et al ( 2018 ), even though Brazil has been one of the leading destinations of Foreign Direct Investments (FDI) since the 1990s and has imported considerable quantities of high value-added products, the country has been incapable of enhancing the dynamism of the industry and service sectors. By considering the measure of mutual interdependence between markets in value-added terms, the analysis developed in this paper shows that Brazil’s participation in GVCs is more peculiar than what is usually portrayed by GVC indicators, as such participation in GVCs occurs mainly through the mutual dependence of its domestic market and not through its domestic production of goods and services.…”
