The drinking water supply to Vila Pouca de Aguiar municipality in North Portugal is based on high quality groundwater, namely on nearly one hundred artesian springs and fifty boreholes. The groundwater resources are plentiful on a municipal level, but evidence some deficits at the sub-municipal (village) level, especially during the dry period (July- August) that coincides with the return of many emigrants for holiday time. The deficits affect mostly the municipal capital (Vila Pouca de Aguiar) and a neighboring village (Pedras Salgadas), which populations nearly double or even triple during that period. The estimated annual deficits approach 55,000 m3/yr in those villages. If the anticipated increase in consumption/habitant and decrease in annual rainfall become reality in the next two decades, then the deficits may raise to approximately 90,000 m3/yr. To balance the water supply system, this study proposes its transition towards a conjunctive water management based on surface water stored in small dams and groundwater. A hydrologic modeling involving small forested catchments (< 15 km2) elected the Cabouço watershed as most suited basin to store stream water, because surface water availability is large (2.4 Mm3/yr) and forest cover is dominant (84.8%). Estimated nutrient loads are also compatible with drinking water supply.

The Development and Application of Water Governance Matrix: A Case of Malaysia

The study proposes a framework (in the form of a matrix) to map organisations on their level of water-related risk, taking into consideration 'industry intensity' and 'corporate commitment towards water protection and preservation'. On the basis of Ceres (2011), 'industry intensity' is measured as either low, medium, or high. Furthermore, 'corporate commitment' -measured along the same classification (low, medium, or high) -is based on the extent of corporate disclosure of water policies, initiatives, and performance. These indicators are then aggregated and used to develop a matrix -called Water Governance Matrix (WaGM) -which measures the level of riskiness of an organisation towards water -high (red), moderate (yellow), and low (green). An exploratory study of 30 top public listed companies in Malaysia reveals that only one company falls under the low-risk category, while more than 50% falls under the high-risk category; mainly due to low corporate water disclosure. This innovative matrix is of importance for organisations to monitor and manage their water risk and for stakeholders to make informed investment and other decisions about the organisations.

AbstrakData Status Lingkungan Hidup Daerah Kota Tarakan menyatakan bahwa kualitas air Sungai Karang Anyar Kota Tarakan yaitu parameter COD, amoniak dan TSS tahun 2010-2013 melebihi baku mutu. Penurunan kualitas air tersebut disebabkan oleh perilaku masyarakat yang bermukim di kawasan bantaran sungai. Pendekatan penelitian kualitatif dengan menggunakan gabungan metode kualitatif dan kuantitatif. Metode kuantitatif antara lain digunakan untuk teknik pengumpulan data melalui kuesioner dan menghitung status mutu air Sungai Karang Anyar menggunakan metode Indeks Pencemaran. Metode kualitatif antara lain digunakan untuk observasi, wawancara mendalam kepada swasta dan tokoh masyarakat. Hasil penelitian yaitu perilaku masyarakat yang membuang air limbah domestik langsung ke sungai mempengaruhi parameter COD melebihi baku mutu karena air limbah yang dibuang terdapat busa sabun berasal dari buangan air cucian. Air limbah domestik yang dibuang langsung ke sungai berasal dari sisa memasak sehingga diduga menyebabkan amoniak juga melebihi baku mutu. Perilaku masyarakat yang tidak mengolah kotoran ayam dapat mempengaruhi parameter amoniak melebihi baku mutu karena kotoran ayam membusuk dan mengalir ke sungai. Perilaku masyarakat yang mengambil tanah dari bukit/gunung tidak mempengaruhi parameter TSS karena dipengaruhi mengambil tanah dari bukit/gunung dilakukan pada curah hujan menurun/kemarau. Perilaku masyarakat yang menambang pasir di sungai mempengaruhi parameter amoniak melebihi baku mutu karena air limbah domestik yang organik dan kotoran ayam membusuk yang telah tertimbun lama di dasar sungai akan terangkat. Perilaku masyarakat yang menambang pasir di sungai tidak mempengaruhi parameter TSS karena kegiatan menambang pasir tidak dilakukan setiap hari dan bergantung pada curah hujan. Sebagai kesimpulan adalah tidak semua perilaku masyarakat yang bermukim dan berkegiatan di kawasan bantaran sungai mengakibatkan penurunan kualitas air sungai.Kata kunci: bantaran sungai, kualitas air sungai, limbah cair, limbah domestik, parameter dan perilaku masyarakat.
