Sistemas de direção e práticas de gestão governamental em secretarias estaduais de Saúde

Abstract: Este artigo trata dos questionamentos em relação à baixa capacidade dos governos para a formulação e implementação de políticas públicas, considerando particularmente alguns casos de gestão governamental em secretarias estaduais de saúde, sob a ótica de seus dirigentes.
