The Department of Defense (DoD) acquisition system is often challenged by schedule overruns that can be attributed to a complex acquisition process. This process drives great research interests in exploring intervention strategies that would help reduce program development delays. Recent studies indicate that policies that address (1) scope growth, (2) acquisition process variability and (3) program technology maturity should be investigated as they may have significant impact on reducing program completion time. However, quantitatively evaluating the impact of a new policy has been limited due to the lack of system models with appropriate fidelity. The application of a simulation model to address this challenge thus becomes a promising approach. In this research, we explore the benefits of the Enterprise Requirements and Acquisition Model, a discrete event simulation of the DoD acquisition system to quantitatively examine the temporal effects of scope growth, technology maturity, and decreased variation and means process times in post-Design Readiness Review contractor activities. The insights gained from the simulation experiments can potentially help formulate new policies to improve the complex DoD acquisition process.

This paper will illustrate and analyze various examples of incorrect credibility assessments that were made during crisis situations by decision makers. These situations include incorrect credibility assessments from assumed subject matter experts, computers and automated systems, distrust between groups and rumors. Various factors during an emergency such as stress and lack of experience may influence what cues the decision maker notices and how they interpret this information. Trusting and acting on this incorrect information often times prolonged the crisis and created additional problems to resolve. Recognizing the weaknesses in these credibility assessments can provide the basis for future training opportunities for emergency management decision makers.

Systems engineering educators are struggling to meet the workforce development demand for senior systems engineers. The workforce challenge is to shorten the time it takes for a systems engineer to reach the senior level. The Systems Engineering Experience Accelerator research project was conceived as a critical response to these needs and challenges. The purpose of this paper is to provide a description of the Experience Accelerator architecture which will provide the foundation for post prototype development. While the prototype is only intended as a research vehicle for conceptual design and evaluation, this architectural description should address the foreseen issues for a deployable future version of the system.
