The Omnibus Law on Job Creation has repealed two regulations and amended at least 80 (eighty) other laws since it was officially promulgated on November 2, 2020. Four laws are particularly affected in the labor cluster, including regulations pertaining to Migrant Workers, which have not been widely explained. The purpose of this paper is to explain the dynamics of Indonesian Migrant Workers (IMW) regulatory policy as well as several issues in the omnibus law on Job Creation. To further analyze and describe the Omnibus law's implications for IMW resilience. This research, as a policy study, makes use of secondary data in the form of statutory regulation and literature. The data were analyzed using conceptual and normative approaches, and the results were presented in a descriptive-qualitative format. According to the findings, IMW's regulatory policies included international policies emphasizing the recognition of migrant workers' rights. Meanwhile, at the national level, IMW protection policies are governed by a specific law that has evolved over time to be more accommodating to their needs. The presence of the Omnibus law, however, has changed and loosened the licensing provisions in the law for Indonesian Migrant Worker Placement Companies (P3MI), which has an impact on IMW's vulnerability. As a result, rather than being progressive, the omnibus law on Job Creation reduces the prospect of resilience for Indonesian migrant workers.

The current regulatory condition in Indonesia, both from the quantity and quality perspectives, is relatively miserable. A non-proportional number of regulations may lead to bad regulations which tend to be sectoral, overlapping, multi-interpretations, conflicting, and unharmonious. Such a regulatory condition may cause legal uncertainty among the society, the people, and the nation. Solving such a condition requires regulatory reform. The idea of regulatory reform is conducted through three ways, namely: substantive regulatory reform, procedural regulatory reform, and institutional reform of regulators. Regulatory reform will be a success with the full support of the top state leaders and the stakeholders. This paper was arranged by employing analyticaljuridical methods and utilizing literature approach and legislation approach as well as other materials related to the subject matter such as journals, papers, and materials accessed from the internet.

Most people think that the Omnibus Law, the Labor Law, and/or the Job Creation Law are the same, but they are different. this study aims to analyze the Omnibus Law. The research method used in this research is a juridical qualitative method. the result of this research is that the Omnibus Law needs to be understood as a scientific method of forming laws, while the Job Creation Law is a legal product regarding employment which is the result of the Omnibus Law. Thus, the focus on reforming legislation must be on the substance of Law no. 11 of 2020 concerning Copyright and not the Omnibus Law. So, it can be concluded that there needs to be a special understanding of.
