Rural roads play an indispensable role in economic and social well-being, especially in developing countries, contributing to achieving the Sustainable Development Goals. For this reason, it is necessary to plan these projects properly to guarantee their success. In this line, the objective of this research is to identify significant variables generating overruns in time and cost using empirical data of 535 rural road projects in Colombia from 2015 to 2018. Bivariate analysis, with statistical tools like Spearman’s Rho and Kruskal–Wallis, allowed identifying that higher values of variables like budget and project intensity are related to higher deviations in cost and time. Additionally, it was found that projects with shorter durations are reporting higher time overruns. The worst performers are projects executed in the year that council mayors start their terms, those developed in municipalities with more resources, and those awarded using a competitive bidding process. Multivariate analysis, through Random Forest, assessed the effect of considering all variables interacting simultaneously and ranking them in order of importance. The results demonstrated a relationship between cost and time performance, and that numerical variables are more significant than the categorical ones. This study contributes to a better understanding of the causes of delays and cost overruns on rural roads, providing useful insight for researchers and industry practitioners.

This paper aims to analyze national policies of Pakistan taking into account the complexity of electric power generation, growth, and complying with multilateral agreements. Systems thinking has been applied to understand the complexity of energy scenario of Pakistan by representing it with a causal loop diagram (CLD) which displays the interconnectedness and feedbacks of the system. Analysis is based on systems archetypes to diagnose the system behavior, i.e., falling into the vicious cycle of coal. A stock-and-flow model was employed to capture dynamics of energy generation quantitatively, indicating that a 5% GDP growth rate could be sustained based on current planning to increase electric power generation in Pakistan. Thus, in order to achieve a 7% GDP growth rate, as targeted in Vision 2025 of Pakistan, energy generation targets would need to be revised in the view of the sensitivity of increase in energy demand associated with GDP growth rate, while ensuring compliance with multilateral agreements.

Purpose The quality of construction projects is mainly dependent on the process quality during the construction phase than product quality. The key factors that influence the process quality of building projects in Pakistan during the construction phase of building life cycle are evaluated from literature. This paper aims to discuss these issues. Design/methodology/approach The factors were ranked using the traditional relative importance index (RII) and the second synthetic grey relational analysis method. The findings indicate that during the construction phase the selection of an appropriate contractor is the most important factor. The existence of feedback system and quality of shop drawings received from subcontractors are also very significant factors, according to the grey relational model. Findings Measures for the improvement of process quality in Pakistan are suggested. The results from both methods are not entirely comparable; however, if one considers uncertainty in data, then the second synthetic GRA-based ranking should be preferred over RII in decision making. Originality/value The study is pioneer in the evaluation of key factors influencing process quality during building construction projects in Pakistan using a set of traditional and novel methods. The results of this study are significant in improving the process quality during different phases of construction.
