Based on the view that competency elements are related, this paper, taking the party branch of a specific school in C university as an example, initially defines the competency elements of secretaries of primary-level party branches in colleges and universities through methods of document analysis and semi-structured interview. Then Delphi method is used to test and correct the elements. Finally, the interrelation among elements and their hierarchical structure are done via Fuzzy Interpretive Structural Mode. Research shows that competency elements of secretaries of primary-level party branches in colleges and universities can be divided into three different types, including Driven, Dependent and Independent Type. The structure of competence consists of 17 elements and 3 levels. In the process of promoting competence, more importance should be attached to group management, educational training and supporting work.

Анализ международных и российских рейтингов научно-исследовательских организаций Представлено исследование, проведённое в рамках разработки методического подхода для выявления организаций-лидеров публикационной и патентной активности в Российской Федерации на основе данных Scopus, Web of Science и Derwent. Цель исследования-проанализировать возможные подходы к выбору организаций-лидеров публикационной и патентной активности на основе первичных машиночитаемых в формате XML данных Scopus, Web of Science и Derwent. Авторы изучили методологии таких рейтингов, как Лейденский (применение метода фракционного счёта), QS World University Rankings и Academic Ranking of World Universities (расчёт взвешенного показателя на одного исследователя, выбор способа нормирования показателей). Сделан вывод: рассматриваемые методологии не содержат интегрального показателя по сопоставимым библиометрическим параметрам Scopus и Web of Science, а также не учитывают среднее число выданных патентов. Авторы поднимают вопрос о необходимости сравнивать организации-лидеров публикационной активности и организации-лидеров патентной активности. This paper investigates the impact of institutes and papers over time based on the heterogeneous institution-citation network. A new model, IPRank, is introduced to measure the impact of institution and paper simultaneously. This model utilises the heterogeneous structural measure method to unveil the impact of institution and paper, reflecting the effects of citation, institution, and structural measure. To evaluate the performance, the model first constructs a heterogeneous institution-citation network based on the American Physical Society (APS) dataset. Subsequently, PageRank is used to quantify the impact of institution and paper. Finally, impacts of same institution are merged, and the ranking of institutions and papers is calculated. Experimental results show that the IPRank model better identifies universities that host Nobel Prize laureates, demonstrating that the proposed technique well reflects impactful research.
