O presente ensaio teórico pretende contribuir com o debate sobre os fatores determinantes da qualidade da educação básica brasileira. Para tanto, apresenta a revisão de três corpos de pesquisa: estrutura da educação básica brasileira, o financiamento da educação pública e a gestão dos recursos a ela destinados. No estudo sobre a estrutura da educação básica brasileira é proposto um design estatístico diferente do usado, na literatura atual, com o intuito de capturar o efeito do regime de colaboração que, conforme previsto em lei, acontece entre o governo federal, o Distrito Federal, os estados e seus respectivos municípios. O estudo sobre o financiamento público da educação básica e a gestão dos recursos a ela destinados evidenciam que, por um lado, os resultados de estudantes brasileiros, em testes internacionais sobre níveis de aprendizado, continuam em patamares piores do que o de países comparáveis e que, por outro lado, existem indícios de que não há escassez de recursos públicos destinados à educação. Adicionalmente o censo escolar informa que mais de 73% dos alunos em idade escolar obrigatória estão matriculados na rede pública de ensino; o que torna a gestão dos recursos destinados à educação pública uma peça-chave para o aprimoramento da oferta de ensino de qualidade aos estudantes brasileiros. Entretanto, a literatura especializada demonstra uma divergência sobre o assunto, evidenciando a necessidade do aprofundamento dos estudos sobre o tema.

Research background: In the context of globalization, education processes are of great importance for the development of urban communities. Identifying the needs of the labour market should be the goal of any organization that provides education and training. Purpose of the article: Globalization leads to the emergence of new specializations and qualifications. In order to facilitate the acquisition of competencies and abilities specific to new qualifications and specializations, it is necessary to involve education and training providers. Methods: The article analyses the evolution of the employment rate, respectively of the unemployment rate. Urban communities need to respond to new societal, economic and environmental challenges. Findings & Value added: One of the major problems of urban communities is the risk of poverty and social exclusion. Thus, for the Member States of the European Union, the article presents the comparative situation of people at risk of poverty and social exclusion. For the Member States of the European Union, the evolution of the participation rate in education and training programs is followed in this article. The article also presents an analysis of the level of education of the urban population. Due to urban concentrations, the launch of new products and services is much easier.

Purpose: The purpose of the study was to analyse the management to promote participatory budgeting as an effective tool in closing gaps in basic public services. The main objective was to review existing literature and highlight the contributions and rationale of local government participation and management in the context of municipal public administration. Theoretical framework: Participatory budgeting is mentioned as a key concept in the study. Participatory budgeting involves the active participation of the community in the process of allocating public resources, allowing for greater transparency and decision-making based on the needs and priorities of the population. Design/Methodology/Approach: The study is based on a systematic literature review of descriptive typology, following the guidelines set out in the PRISMA statement. Inclusion and exclusion criteria were established to select relevant papers, which were then synthesised into a matrix that facilitated content analysis by year, country of resource, areas of knowledge and substantive contributions of the review. Findings: Analytical categories, such as participation and local government management, provide examples of exceptional content undervalued by the systems to which they belong. In addition, it is noted that the research revaluates these contributions and the logic of their emergence in the context of public administration. Social, practical and research implications: At the social level, the study highlights the importance of participatory budgeting as a tool that promotes citizen participation in decision-making and the closing of gaps in basic public services. In practical terms, it suggests that a local public administration committed to paradigm shifts in public policy and the provision of high quality public services can benefit from the implementation of participatory budgeting. In terms of research implications, it is mentioned that the research revalues the contributions of the analytical categories and the logic of their emergence. Originality/value: It is highlighted that a systematic literature review was conducted following the PRISMA guidelines, which implies a rigorous approach and a solid basis for the findings and conclusions presented. In addition, the value of citizen participation and local government management in the context of municipal public administration is emphasised.
