The focus of this research is crisis management in the education sector during the COVID-19 pandemic. This was done following an atmosphere of crisis in the field of education that encouraged the Indonesian government to issue policies in the form of the Study from Home (SfH) crisis programme. The object being analysed is related to the application of crisis management and the communication experience of students during the programme. The purpose of this study is to describe the opinions of students during the crisis programme. The study was conducted in the city of Bandung by involving lecturers and students. The methodology used is a qualitative approach to phenomenological studies. Data collection was conducted through online interviews and literature studies. The study found that the government established SfH as an emergency learning programme during the COVID-19 pandemic. The implementation of SfH was through online learning using various chat and video conference applications. There were two weaknesses of online learning namely technical and communication weaknesses. Technical weakness is influenced by geographical factors, internet networks, and internet costs. While communication weaknesses include slow adaptation, learning media are not optimal, and an interactive atmosphere has not been developed, and there is no atmosphere of empathy. This situation results in lecturers not being able to manage the learning effectively. Studying online during SfH should be able to build collaboration classes to be able to foster motivation and interest in student learning. Collaboration classes are realised when lecturers and students try to improve communication competencies.

In an attempt to enhance democratic governance, sustainable development goals (SDG), and Local Agenda 21 (LA21), the notion of public participation exercise (PPE) presents a range of possibilities. The PPE is observed as a method of solving the constraints faced by public parks in Malaysia, which in general suffer from two main challenges, namely (i) the underutilisation issue of public parks and (ii) the weakness of the present top-down development policy. Consequently, the objective of this study is to develop indicators for PPE in designing public parks in Malaysia. The method implemented in this study is an assessment of the construct, variable, and indicator adapted from Lazarsfeld’s scheme by conducting a document review of the Public Consultation Index (PCI), six sustainability assessment tools, namely LEED-ND, BREEAM, IDP, SITES V2, Green Mark-NRB, and GTI, and literature references. The variables and indicators were tabulated into the respective operational definition of the construct table and variables and measurement table. The findings include the identification of two main constructs, including public participation and public parks. Multiple variables were derived from each construct, including attributes of PPE in designing public parks in Malaysia, development stage, method of approach, type of public, and public parks design criteria. Subsequently, this study developed the fundamental basis for the PPE framework in designing public parks in Malaysia, which benefits the local development approach for public parks towards an integrated design framework.

An Analysis of Fake Narratives on Social Media during 2019 Indonesian Presidential Election

Social media become a public sphere for political discussion in the world, with no exception in Indonesia. Social media have broadened public engagement but at the same time, it creates an inevitable effect of polarization particularly during the heightened political situation such as a presidential election. Studies found that there is a correlation between fake news and political polarization. In this paper, we identify and the pattern of fake narratives in Indonesia in three different time frames: (1) the Presidential campaign (23 September 2018 -13 April 2019); (2) the vote (14-17 April 2019); (3) the announcement (21-22 May 2019). We extracted and analyzed a data-set consisting of 806,742 Twitter messages, 143 Facebook posts, and 16,082 Instagram posts. We classified 43 fake narratives where Twitter was the most used platform to distribute fake narratives massively. The accusation of Muslim radical group behind Prabowo and Communist accusation towards the incumbent President Joko Widodo were the two top fake narratives during the campaign on Twitter and Facebook. The distribution of fake narratives to Prabowo was larger than that to Joko Widodo on those three platforms in this period. On the contrary, the distribution of fake narratives to Joko Widodo was significantly larger than that to Prabowo during the election and the announcement periods. The death threat of Joko Widodo was top fake narratives on these three platforms. Keywords: Fake narratives, Indonesian presidential election, social media, political polarization, post.
