Policy for Overcoming Digital Inequality: Structure, Actors and Technologies

Abstract: The article aims at specifying the structure of policy for overcoming digital inequality, which is a serious challenge for public authorities under current conditions. Based on a theoretical model of three levels of digital inequality and empirical analysis of a wide range of sources, the authors mark out the main actors of the policy and consider its basic technologies.
