Municipal government, being implementation agents in several public policies, can mobilize their networking in order to potentialize their accession to the Program, as long as this may be a component of their priority roster, which depends on the political motivations, in its turn affected by its partisan interests. For that matter, this current study, which has a descriptive approach, pursued to evaluate the impact of the mayor's variable political party impact in PSLC decentralization (Program of Sports and Leisure of the City, PELC in Portuguese), contemplating three electoral cycles for the constitution of municipal governments (2000/04; 2005/08; 2009/2012). In general terms, the low level of the municipals' accession to PSLC, being either in national range or federal states, suggest that the incentive structure did not offer, to the municipal managers, a balance between the costs and benefits that could motivate them to politically access the Program, once this structure may have built a barrier to the Program's national expansion.

Objetivo do estudo: O presente trabalho buscou identificar os pesquisadores e os padrões de colaboração na produção científica associada à participação do poder local na oferta de políticas públicas de desporto no Brasil e em Portugal.Metodologia/abordagem: O procedimento metodológico envolveu revisão sistemática e análise bibliométrica da produção dos pesquisadores. Por último, analisamos as relações entre os atores e as redes de colaboração. Para localização dos trabalhos, utilizamos o Portal Periódicos Capes, que disponibiliza diferentes bases de dados com textos publicados pelos principais editores do mundo, distribuídos em todas as áreas do conhecimento. As redes de colaboração foram observadas via coautorias.Originalidade/relevância: O poder local no Brasil e em Portugal tem promovido importantes políticas públicas desportivas. No entanto, a análise desta produção, principalmente de forma comparativa entre os dois países, ainda não foi realizada.Principais resultados: É perceptível o esforço na consolidação da agenda através do aumento do trabalho ao longo do tempo, dos grupos de pesquisadas envolvidos e do número de parcerias interinstitucionais e internacionais. No entanto, a existência de betweenness centrality dificulta a consolidação dessa agenda de pesquisa.Contribuições teóricas/metodológicas: Promove a discussão da relação entre a produção científica na área de políticas públicas municipais no Brasil e em Portugal e a construção de redes de colaboração.

“…Although there are studies of this type for other countries (Dousti et al, 2013;Bergsgard et al, 2007;Green and Houlihan, 2008;Chalip et al, 1996), there isn't on literature a characterization about how was born, how it evolved, how it is structured today the management of the Brazilian sport policy and the consequences of this structure to the public management of this issue. Usual analysis of sport policy in Brazil focuses practically only the outputs (policies) and are concerned only with the ideological assessment of existing policies or a meta-theoretical discussion about public policy for sport (Castro et al, 2012;Mezzadri and Silva, 2014). Brazil has become the center of the spotlight of the whole world recently, amongst many other reasons, one of them was because it was chosen to host a series of mega sporting events - Pan American Games in 2007, Confederations Football Cup in 2013, Fifa Football World Cup 2014 Games and 2016 Olympic and Paralympic Games in 2016. However, little is known about the country's administrative governmental structure focused on sport policy. The available studies focus their analysis on the sport policies content, but not on the arrangement of its structural decision-making. The main aim of this article is indeed to describe, based on official documentation, the evolution and the current arrangements of the government responsible for the administrative structure for the planning and implementation of sports policies in Brazil. Thus, we tried to list the main problems arising from the organization of the Brazilian sports' management. These problems are: (1) inappropriate institutional structure in terms of human resources and obstacles to participation by other social actors beyond the officials (parliament and members of the Ministry of Sports) in the sports policy; (2) disarticulation between public institutions generating redundancies and conflicts of jurisdiction due to the poor division of labor between bureaucracy agencies; and (3) inadequate planning proved by the lack of organization of some institutions, and by the lack of assessment and continuity of public policies over time. Therefore, we must emphasize those problems from above, and due to these administrative arrangements, Brazilian sports' policy has big challenges in the sport development in this country, which includes the creation of a national "system" for sports and a priority investment in sport education.
