A mathematical model of geodynamic disasters assessment, specifically earthquakes, based on an analysis of geodynamic instability indirect indicators, namely, horizontal gradients of gravity anomalies in isostatic reduction, is presented in this paper. Special attention is paid to the probability mathematical model of assessment of seismic risks, the core of which is the representation of probable geodynamic states of geologic environment as a simplest event flow, followed by the construction of the Kolmogorov differential equations system. The principal results of the practical application of the mathematical models developed by the authors to assess seismic risks exemplified by way of the examples of the Baikal region and the northwestern territory in Turkey are given and considered herein.

В работе рассматривается модель, целью построения которой выступает решение проблемы количественного соотнесения сейсмических рисков, рассчитанных на основе моделирования, сейсмическим воздействиям, регламентированным в Своде правил «Строительство в сейсмических районах». Статья выступает первой частью в серии научных публикаций на указанную тему. В ней впервые производится обоснование критериев выбора тестовых территорий, изложена методика проверки адекватности моделей оценки сейсмического риска, описана вероятностная модель энергетических переходов в напряженно-деформируемой геологической среде, представлен подход к оценке параметров модели через показатели трансформации потенциальной энергии деформируемых пород геологической среды. Указывается содержание двух других частей серии. Критериям выбора тестового региона для практической апробации рассматриваемой модели соответствует территория Армении и смежных государств, характеризующихся высокой сейсмичностью, необходимой информационной базой и доказанной адекватностью применения моделей сейсмических рисков на всех глубинных уровнях нахождения эпицентров землетрясений. Детально рассмотрена методика проверки адекватности математической модели оценки сейсмического риска с помощью критерия Стьюдента. Показано, что при оценке параметров переходов между состояниями модели, описываемой уравнениями Колмогорова, необходимо учитывать как влияние региональных полей (аномальное гравитационное поле), так и локальных полей (современные тектонические движения). Таким образом, дано обоснование использования двух детерминированных моделей – региональной и локальной – для практической оценки напряжений и смещений в геологической среде. The article considers the model for solving the problem of seismic risk quantitative correlation, calculated on the basis of modeling, with seismic impacts regulated in the Seismic building design code. The paper is the first part in a series of scientific publications on the subject. For the first time, it substantiates the criteria for selecting test territories, describes the methodology for verifying the adequacy of seismic risk assessment models, characterizes a probabilistic model of energy transitions in a stress-strain geological environment, and presents an approach to evaluating model parameters through the potential energy transformation indicators of the stress-strain geological environment. The content of the other two parts of the series is indicated. Armenia and neighboring states meet the criteria for choosing a region for practical testing of the model: high seismicity, the necessary information base and proven adequacy of the seismic risk model application at all deep levels of the earthquake epicenter locations. The method of the adequacy verification of the seismic risk assessment mathematical model, using the Student's criterion, is examined in detail. It is shown that when estimating the parameters of transitions between states of the model, described by the Kolmogorov equations, it is important to take into account both the influence of regional fields (anomalous gravitational field) and local fields (modern tectonic movements). Thus, a rationale is provided for employing two deterministic models – regional and local - for practical evaluation of stresses and displacements in the geological environment.
