Background and Purpose:In this paper, we aim to propose a guideline for further research towards development of an adaptive strategic IT governance (ITG) model for small and medium-sized enterprises (SMEs). The use of IT has the potential to be the major driver for success, as well it provides an opportunity to achieve competitive advantage and support digital transformation. In order to achieve IT benefits, enterprises need an effective and successful ITG model, which follows and adapts to business needs. Available ITG models are too generic and do not differentiate for enterprises of different industry, size, maturity etc. Methodology: In order to review existing ITG mechanisms, their definitions and identify contingency factors, we performed an extensive literature review (LR). For the initial set of databases, we used the list of journals, which are indexed in the Journal Citation Reports. We also used Web of Science to identify articles with the highest number of citations. Results: This paper provides the most important definitions of ITG and proposes its comprehensive definition. Next to this, we introduce ITG mechanisms, which are crucial for the effective implementation and use of ITG. Lastly, we identify contingency factors that influence ITG implementation and its use. Conclusion: Despite extensive research in ITG area, considerable work is still needed to improve understanding of ITG, its definition and mechanisms. Multiple efforts to develop methods for governing IT failed to achieve any significant adoption rate of ITG mechanisms. To enable ITG to become an integral part of Corporate Governance, further research needs to focus on the development of an adaptive strategic ITG model. In this paper, we propose a next step for more practical method for ITG implementation and its use.

AbstrakTata Kelola Teknologi Informasi (TI) adalah proses yang memastikan penggunaan TI yang efektif dan efisien dalam memungkinkan organisasi untuk mencapai tujuannya (dari Gerrard, 2010) dalam [1].Makalah ini bertujuan untuk menetapkan matriks tata kelola TI dan mengukur kinerja tata kelola TI yang diterapkan pada suatu organisasi.Penelitian ini dilakukan dengan carastudi kasus pada suatu organisasi. Metode penelitian yang digunakan adalah dengan pendekatan metode kualitatif, dengan cara penyebaran kuesioner kepada responden, kemudian hasil kuesioner diolah menggunakan template "IT Governance one page" dan menilai kinerja tata kelola TI [2].Hasil penelitian ini menunjukkan bahwa susunan matriks tata kelola TI di PT. Pos Indonesia adalah Hibrida, yang menjelaskan bahwa Prinsip IT, Arsitektur TI, Infrastruktur TI dan Investasi TI lebih tersebar ke berbagai divisi. Hasil evaluasi kinerja tata kelola TI di PT. Pos Indonesia menunjukkan bahwa posisinya di bawah rata-rata dengan nilai kinerja 65,6 (kisaran 20 -90, dengan nilai rata-rata adalah 69) [2]. Kontribusi hasil penelitian ini adalah untuk membantu manajemen dalam mengambil keputusan terkait keberlanjutan tata kelola TI di PT. Pos Indonesia. AbstractInformation Technology Governance (IT) is a process that ensures the effective and efficient use of IT in enabling organizations to achieve their goals (from Gerrard, 2010) in [1]. This paper aims to establish an IT governance matrix and measure the performance of IT governance applied to an organization. This research was conducted by means of case studies in an organization. The research method used is a qualitative method approach, by distributing questionnaires to respondents, then the results of the questionnaire are processed using the "IT Governance one page" template and assessing IT governance performance [2]. The results of this study indicate that the composition of the IT governance matrix at PT. Pos Indonesia is Hybrid, which explains that IT Principles, IT Architecture, IT Infrastructure and IT Investment are more spread to various divisions. The results of the evaluation of IT governance performance at PT. Pos Indonesia shows that its position is below average with a performance value of 65.6 (range 20 -90, with an average value of 69) [2]. The contribution of the results of this study is to assist management in making decisions related to the sustainability of IT governance at PT. Pos Indonesia.

Proposal of an Implementation Methodology of ICT Processes

The challenge to enhance the use of Information Communication Technology (ICT) in the Brazilian Federal Public Administration involves not only technological issues but also staff training, adaptation to new culture, and understanding of processes. Furthermore, knowledge must be well aligned and articulated so that ICT resources are applied efficiently and effectively, meeting the needs of society, ensuring the provision of quality public service and, above all, providing better conditions for the exercise of functions performed by employees. This article presents an account of the implementation of the ICT processes in a State Company based on the ICT Governance Kit proposed for the Secretariat of Coordination and Governance of State Companies. During the execution of the case study, we surveyed the initial diagnosis of the processes performed by the State, as well as brainstormings and semi-structured interviews to help the implementation process. The diagnosis made it possible to identify the level of maturity of the existing ICT processes in the State and to verify if they were being carried out in the best possible way. The driving dynamics worked as a pilot, allowing the exchange of knowledge between teams, improvements suggestion in some processes of the Kit and the definition of a proposed methodology for the implementation of the Kit that could serve as a model to be used by other States which will implement the Kit. Lastly, the processes contemplated in the Kit were considered adherent by the execution team (State employees specialists in ICT Governance who participated in the implementation process), and the suggested artifacts were validated.ICT has been consolidating itself as a strategic asset, integrating resources, processes, methods, techniques to obtain, process, store, disseminate, and make use of the information [3]. From this point of view, ICT Governance guarantees the excellent and regular management of ICT services, which are deployed to meet the corporate strategy of an organization. However, this alignment is only feasible with a structured planning that reflects how the ICT will contribute, through the achievement of its goals and actions, to the achievement of the organizational purposes. Thus, it is pertinent and relevant to develop the maturity of the technologies used by the information systems, as well as the management and governance processes associated [4].In order for ICT assets to perform well in an organization, the existence of transparency is essential in the information managed and should be made available to society.
