The article examines the fight against corruption in contemporary public administration, specifically analysing the factors that affect the effectiveness of anti-corruption measures in the context of globalization and rapid technological development. One crucial aspect of successful anti-corruption policy is studying and applying best practices. This includes analysing the experiences of other countries and implementing international standards. Relevant government bodies should designate effective methods for detecting, preventing, and responding to corruption. The development of transparent and effective institutions is considered the foremost priority in anti-corruption management. Attention is drawn to the role of independent anti-corruption bodies in ensuring the effective functioning of the system. The research also focuses on interaction with the public and the role of citizens in the anti-corruption process. Ways to enhance civic awareness, legal culture, and active citizen participation in the fight against corruption are identified. An additional aspect of the analysis is the study of international experience and partnerships in anti-corruption programs. The paper evaluates the effectiveness of international cooperation and the implementation of best practices from other countries in combating corruption. It also identifies the main challenges that arise in implementing anti-corruption policies during times of war, such as resource shortages, the impact of globalization on corrupt practices, and adapting to changes in modern society. Developing strategies to overcome challenges is necessary to improve anti-corruption policy and create an effective system for combating corruption in all areas of society.

Accelerated digitalization, uncertainty, rapidly changing work environment, and the spread of remote employment due to quarantine restrictions caused by the COVID-19 pandemic have led to differentiated requirements for HR managers in different sectors of the economy and the need to get quickly adjusted to new working conditions. This implies an increased importance of transferable competencies for HR managers, especially in advancing their flexibility and expanding employment opportunities. That is why the study aims to develop a universal model of transferable competencies of HR managers based on the analysis of global and local trends in demand on the labor market. Furthermore, a methodological approach is used to assess these trends based on behavioral indicators in rapidly changing conditions. The paper used a comparative analysis of the international experience in forming HR competencies and trends in demand on the Ukrainian labor market. The findings highlight the current transferable competencies of HR managers. They included the abilities to communicate effectively, use digital technologies confidently, work in multitasking mode, manage people and projects, effective self-management, and work in a team. The developed model of transferable competencies of HR managers and methodical approach to their assessment based on behavioral indicators provide an opportunity to diagnose the level of their development for effective work of HR managers in a distant mode, opportunities for trans-professionalism, and career growth.

IT-sector under pandemic conditions: challenges and the ways to overcome them

Theoretical and methodological investigations of the COVID-19 pandemic impact on the IT sector activities are carried out. It is noted that IT sector has shown great flexibility and speed in adapting to changes and has not lost its strong position. Two factors that influence IT sector development are human capital and public policy. It is demonstrated how quarantine restrictions have effected IT sector in the global and national economies, and the consequences of those restrictions at the present stage are analyzed. Challenges and risks caused by the situation with Coronavirus for future activities of IT companies are investigated, and ways to overcome the crisis in the near future are proposed. The authors investigated the status of the daily operations of companies that have switched to remote work and noted that without digital solutions brought by the IT sector it is impossible to ensure not only the livelihood of people but also normal work in many sectors of the economy. The companies transition to new operation forms is analyzed, the advantages and disadvantages of remote work according to the respondents’ opinion are shown. It is also shown that in order to implement the remote work successfully it is necessary to involve greater mobilization and faster decision-making process. In comparison with other economy sectors, the IT sector is more resilient to the strict quarantine measures due to the possibility of remote operation. IT companies began to diversify their projects. The development of IT sector and the successful operation of IT companies depend on the qualifications of IT professionals, their skills, and their desire to work effectively. It is noted that during such difficult times especially, the dialogue between the state and business should be at the highest level in order to manage the situation with minimal losses. It is substantiated that it is necessary to take into account the strategy of the Ukrainian IT sector development: reduction of the disparity in the demand and supply of highly qualified specialists, remote employment, stopping possible loss of professionals due to immigration. In addition, companies themselves need a special policy to attract and retain people, especially highly qualified and talented professionals, in order to occupy the leading positions in the market.
