<p><strong>Abstract: </strong>This research was conducted with the aim of (1) Producing BIPA teaching materials: reading for beginners (A1) containing East Javanese culture. This study uses a research design using the Research and Development (R & D) development model which refers to the ADDIE development model consisting of 5 main steps, namely: Analysis, Design, Development, Implementation, and Evaluation. Based on the research results, it was concluded (1) the results of the validation of the material experts obtained a validity value of 91% and were included in the valid and suitable criteria for learning, (2) the results of the design expert validation obtained a validity value of 96% and entered into valid criteria and suitable for learning (3) validation results Overall, the validity value is 94% and is included in the valid and suitable criteria for learning, (4) Practitioners' responses obtained a value of 94.00% and were declared feasible and accepted as teaching materials.</p><strong>Abstrak:</strong> Penelitian ini dilaksanakan dengan tujuan menghasilkan bahan ajar BIPA membaca untuk pemula (A1) bermuatan budaya Jawa Timur. Penelitian ini menggunakan rancangan penelitian menggunakan model pengembangan <em>Research and Development</em> (R&D) yang merujuk pada model pengembangan ADDIE ini terdiri dari lima langkah utama, yaitu <em>Analysis</em> (Analisis), <em>Design</em> (Perancangan), <em>Development</em> (Pengembangan), <em>Implementation</em> (Implementasi), dan <em>Evaluation</em> (Evaluasi). Berdasarkan hasil penelitian diperoleh kesimpulan (1) hasil validasi ahli materi diperoleh nilai kevalidan mencapai 91% dan masuk dalam kriteria valid dan layak digunakan untuk pembelajaran, (2) hasil validasi ahli desain diperoleh nilai kevalidan mencapai 96% dan masuk dalam kriteria valid dan layak digunakan untuk pembelajaran, (3) hasil validasi secara keseluruhan diperoleh nilai kevalidan mencapai 94% dan masuk dalam kriteria valid dan layak digunakan untuk pembelajaran, dan (4) tanggapan praktisi diperoleh nilai 94,00% dan dinyatakan layak dan diterima sebagai bahan ajar.<strong> </strong>
