“…Several scholars agree that in an attempt to improve the standard of tertiary education and to encourage ICT skills acquisition, the Nigeria government has enactment different ICT Acts covering different educational levels (FGN, 2013). Some of the ICT Acts include Wireless Telegraphy Act of 1961, the National Broadcasting Commission Act of 1992, the National Information Technology Development Agency Act of 2001and the Nigerian Communications Act of 2003 among others (Obutte, 2014).
