Background. The Cortez Province (CP) is located in the transitional warm-temperate/subtropical region that allows the ichthyological component inhabiting it to be a mixture of elements of different biogeographic affinities. Since the first systematic analysis of the fish fauna of the Gulf of California in the 1960's a major portion of the endemic species was recognized. Subsequently, a total of 31 new endemic species have been described in the CP. This study constitutes an amendment of the fish component of the CP, including the most relevant ecological attributes of the species, along with an updated taxonomic list. Materials and methods. A comprehensive literature review was made, considering current biological knowledge, and taxonomic status of the endemic species from the CP. Those fish species with restricted distribution ranges, falling within the limits of this province, were considered endemic. Additionally, and to recognize the dominant ecological attributes of the CP endemic species, the preferential habitat, bathymetric distribution, the reproduction strategy, and the maximum total length (TL) were recorded. Results. Seventy-nine endemic species were recognized and grouped in 13 orders, 29 families, and 59 genera. Gobiidae (12), Chaenopsidae (8), and Labrisomidae (7) are the families with the highest species richness, and Sebastes (6 species), the most diverse genus. Forty-five percent of the species are associated with coral and rocky reefs, with 35% distributed within the first 10 m depth layer. The dominant reproduction strategies are: oviparous with benthic eggs and pelagic larval phase (48.7%), and oviparous with pelagic eggs (25.6%). More than half of the species (52%) are shorter than 10 cm (total length). Conclusion. The list of endemic species presented in this study is not conclusive, still undescribed species have not been included, detected differences (morphologic and/or genetic) in several species with disjunct populations may increase the diversity of this province.

Community-based management and the establishment of marine reserves have been advocated worldwide as means to overcome overexploitation of fisheries. Yet, researchers and managers are divided regarding the effectiveness of these measures. The ''tragedy of the commons'' model is often accepted as a universal paradigm, which assumes that unless managed by the State or privatized, common-pool resources are inevitably overexploited due to conflicts between the selfinterest of individuals and the goals of a group as a whole. Under this paradigm, the emergence and maintenance of effective community-based efforts that include cooperative risky decisions as the establishment of marine reserves could not occur. In this paper, we question these assumptions and show that outcomes of commons dilemmas can be complex and scale-dependent. We studied the evolution and effectiveness of a community-based management effort to establish, monitor, and enforce a marine reserve network in the Gulf of California, Mexico. Our findings build on social and ecological research before (1997-2001), during (2002) and after (2003-2004) the establishment of marine reserves, which included participant observation in .100 fishing trips and meetings, interviews, as well as fishery dependent and independent monitoring. We found that locally crafted and enforced harvesting rules led to a rapid increase in resource abundance. Nevertheless, news about this increase spread quickly at a regional scale, resulting in poaching from outsiders and a subsequent rapid cascading effect on fishing resources and locally-designed rule compliance. We show that cooperation for management of common-pool fisheries, in which marine reserves form a core component of the system, can emerge, evolve rapidly, and be effective at a local scale even in recently organized fisheries. Stakeholder participation in monitoring, where there is a rapid feedback of the systems response, can play a key role in reinforcing cooperation. However, without cross-scale linkages with higher levels of governance, increase of local fishery stocks may attract outsiders who, if not restricted, will overharvest and threaten local governance. Fishers and fishing communities require incentives to maintain their management efforts. Rewarding local effective management with formal cross-scale governance recognition and support can generate these incentives.

El manejo pesquero en el noroeste de México debe reconocer plenamente a la pesca como parte de un sistema socio-ecológico. Este estudio describe la evolución y situación del manejo, incluyendo la dinámica entre instituciones de manejo y organizaciones conservacionistas, resaltando oportunidades y retos para alcanzar la sustentabilidad ecológica y social. En este contexto, el reconocimiento de la pesca artesanal como actividad social además de económica, facilitaría la evolución de los esquemas de gobernanza y manejo para empatarlos con los objetivos sociales. Ello permite abordar de lleno temas de suma importancia, incluyendo los retos de las comunidades pesqueras indígenas, o los impactos anticipados del cambio climático. El conocimiento científico y la experiencia acumulados en cinco décadas representan una gran capacidad para desarrollar estrategias novedosas para transitar hacia la sustentabilidad del sistema. El éxito de este proceso dependerá de la habilidad de consolidar una visión unificada sobre los beneficios deseados, en especial para las comunidades pesqueras.
