Strong decreases in greenhouse gas emissions are required to meet the reduction trajectory resolved within the 2015 Paris Agreement. However, even these decreases will not avert serious stress and damage to life on Earth, and additional steps are needed to boost the resilience of ecosystems, safeguard their wildlife, and protect their capacity to supply vital goods and services. We discuss how well-managed marine reserves may help marine ecosystems and people adapt to five prominent impacts of climate change: acidification, sea-level rise, intensification of storms, shifts in species distribution, and decreased productivity and oxygen availability, as well as their cumulative effects. We explore the role of managed ecosystems in mitigating climate change by promoting carbon sequestration and storage and by buffering against uncertainty in management, environmental fluctuations, directional change, and extreme events. We highlight both strengths and limitations and conclude that marine reserves are a viable low-tech, cost-effective adaptation strategy that would yield multiple cobenefits from local to global scales, improving the outlook for the environment and people into the future.

Establishment of marine protected areas, including fully protected marine reserves, is one of the few management tools available for local communities to combat the deleterious effect of large scale environmental impacts, including global climate change, on ocean ecosystems. Despite the common hope that reserves play this role, empirical evidence of the effectiveness of local protection against global problems is lacking. Here we show that marine reserves increase the resilience of marine populations to a mass mortality event possibly caused by climate-driven hypoxia. Despite high and widespread adult mortality of benthic invertebrates in Baja California, Mexico, that affected populations both within and outside marine reserves, juvenile replenishment of the species that supports local economies, the pink abalone Haliotis corrugata, remained stable within reserves because of large body size and high egg production of the protected adults. Thus, local protection provided resilience through greater resistance and faster recovery of protected populations. Moreover, this benefit extended to adjacent unprotected areas through larval spillover across the edges of the reserves. While climate change mitigation is being debated, coastal communities have few tools to slow down negative impacts of global environmental shifts. These results show that marine protected areas can provide such protection.

Shifting environmental baselines are inter-generational changes in perception of the state of the environment. As one generation replaces another, people's perceptions of what is natural change even to the extent that they no longer believe historical anecdotes of past abundance or size of species. Although widely accepted, this phenomenon has yet to be quantitatively tested. Here we survey three generations of fishers from Mexico's Gulf of California (N=108), where fish populations have declined steeply over the last 60 years, to investigate how far and fast their environmental baselines are shifting. Compared to young fishers, old fishers named five times as many species and four times as many fishing sites as once being abundant/productive but now depleted (Kruskal-Wallis tests, both p<0.001) with no evidence of a slowdown in rates of loss experienced by younger compared to older generations (Kruskal-Wallis test, n.s. in both cases). Old fishers caught up to 25 times as many Gulf grouper Mycteroperca jordani as young fishers on their best ever fishing day (regression r(2)=0.62, p<0.001). Despite times of plentiful large fish still being within living memory, few young fishers appreciated that large species had ever been common or nearshore sites productive. Such rapid shifts in perception of what is natural help explain why society is tolerant of the creeping loss of biodiversity. They imply a large educational hurdle in efforts to reset expectations and targets for conservation.

Designing fishing policies without knowledge of past levels of target species abundance is a dangerous omission for fisheries management. However, as fisheries monitoring started long after exploitation of many species began, this is a difficult issue to address. Here we show how the ‘shifting baseline’ syndrome can affect the stock assessment of a vulnerable species by masking real population trends and thereby put marine animals at serious risk. Current fishery data suggest that landings of the large Gulf grouper (Mycteroperca jordani, Serranidae) are increasing in the Gulf of California. However, reviews of historical evidence, naturalists’ observations and a systematic documentation of fishers’ perceptions of trends in the abundance of this species indicate that it has dramatically declined. The heyday for the Gulf grouper fishery occurred prior to the 1970s, after which abundance dropped rapidly, probably falling to a few percent of former numbers. This decline happened long before fishery statistics were formally developed. We use the case of the Gulf grouper to illustrate how other vulnerable tropical and semi‐tropical fish and shellfish species around the world may be facing the same fate as the Gulf grouper. In accordance with other recent studies, we recommend using historical tools as part of a broad data‐gathering approach to assess the conservation status of marine species that are vulnerable to over‐exploitation.

Eyewitness accounts written by early travellers to ‘the new worlds’ provide valuable insights into how seascapes once looked. Although this kind of information has been widely used to chart human impacts on terrestrial ecosystems, it has been greatly overlooked in the marine realm. Here we present a synthesis of 16th to 19th century travellers’ descriptions of the Gulf of California and its marine wildlife. The diaries written by conquerors, pirates, missionaries and naturalists described a place in which whales were ‘innumerable,’ turtles were ‘covering the sea’ and large fish were so abundant that they could be taken by hand. Beds of pearl oysters that are described had disappeared by 1940 and only historical documents reveal the existence of large, widespread, deep pearl oyster reefs, whose ecology and past functions we know little about. Disqualifying the testimonies of early visitors to a region as ‘anecdotal’ is dangerous; it may lead to setting inappropriate management targets that could lead to the extinction of species that are rare today but were once much more abundant. Moreover, it represents unfair historical judgement on the work of early natural historians, scholars and scientists. We suggest that the review and analytical synthesis of reports made by early travellers should become part of the pre‐requisites for deciding how to manage marine ecosystems today.

Main Points ‐Responses to climate change and large‐scale forcing can vary widely at local scales creating marine microclimates. ‐Microclimates are robust even under extreme large‐scale forcing events (ENSO, climate change) potentially creating spatial refuges or ‘safe spaces’ for important species. ‐Small/medium no‐take zones, artificial reefs, and other possible spatial management can be placed to harness local variability as an adaptation or conservation measure in the face of climate change.

Evaluating historical changes in the exploitation of marine organisms is a key challenge in fisheries ecology and marine conservation. In the Eastern Pacific, marine turtles were exploited for millennia before systematic monitoring began <50 years ago. Using ethnographic and historical data, we generated a detailed reconstruction of the East Pacific green sea turtle (Chelonia mydas) fishery in Mexico's Baja California peninsula from 1700 to 1990. Sea turtles from the region's important feeding areas were a staple food source from the earliest phases of human occupation, dating back at least 12,000 years. In contrast with regions such as the Caribbean, small human populations and limited market access resulted in apparently sustainable turtle harvests until the second half of the 20th century. We found that the estimated annual catches between 1960 and 1980 exceeded the estimated annual catches of the previous 250 years by an order of magnitude, leading to the collapse of the fishery and the depletion of the green turtle population. A total ban on sea turtle captures in 1990, comprehensive nesting beach protection, and significant conservation efforts resulted in increases in breeding females on nesting beaches and catch rates in scientific monitoring on main feeding grounds since the early 2000s. This provides a positive outlook for this once‐depleted population segment. Although further research is needed to evaluate current conservation status, we have identified a date, between 1950 and 1960, which can serve as a reliable temporal reference for future evaluations of historical baseline abundance in this region.
