The discussion about border diplomacy, either by the central government and sub-national actor, is still dominated by the state. The border issues are still considered as part of the security issue that makes the issues belong to the domain of high politics. In turn, this point of view makes the state the only actor in the management of the borderline area and border diplomacy. This paper is going to propose an integrative type of border diplomacy as a model to study borderline diplomacy. This model introduces the roles of the three actors, namely, central government as the main actor, sub-national actors, and non state actors as supporting actors. Based on an empirical study conducted through field research in Temajuk, Sambas, West Kalimantan, Indonesia, this paper argues that the collaboration of the three actors plays an important role in resolving the conflict in the borderland of Indonesia-Malaysia. National government of the Republic of Indonesia, local government of Sambas and Temajuk as sub-national actors, and supporting actors: community, academicians, and local mass media synergized in administering borderline diplomacy. In this interaction, sub-national actors played the most intensive role in seeking the resolution. In turn, this symbiosis supports the harmony between Indonesia-Malaysia in border area.

Los procesos de globalización están provocando una nueva reestructuración de la división internacional del trabajo, en el que las viejas fronteras, sometidas a intensos procesos de cambio, alteran su función de aislar, para convertirse, en ocasiones, en puentes de intercambio. Es un proceso selectivo, que endurece los flujos de mano de obra y mercancías y favorece el tránsito de capitales. La frontera de Melilla (España) y Nador (Marruecos), pese al llamativo drama humano del control migratorio, se convierte en oportunidades para el capital trasnacional, precisamente por el desequilibrio socioeconómico existente. A partir de análisis cartográficos de densidades, del mercado laboral y de la oferta y demanda de servicios, se comprueba la formación de una región funcional transfronteriza, cuya forma urbana tiende a la conurbación, jerarquizada por Melilla, sin que existan planes de integración, comunes en el proceso de reformulación de las fronteras dentro de la Unión Europea. Se concluye que la frontera asimétrica es el motor de la economía de una amplia región transfronteriza, desprovista de otros recursos, conforme con un enfoque geoeconómico que explota (y mantiene) la desigualdad, y que la forma urbana se asemeja al modelo de los complejos urbanos transfronterizos latinoamericanos. El reconocimiento de esta realidad es básico para el desarrollo de futuras estrategias de cohesión e integración supraestatales, y para la puesta en marcha de planes de gobernanza conjunta.

El presente trabajo tiene por objeto indagar sobre los procesos de integración transfronterizos y el rol que en ellos juega la planificación territorial. Se observó que los esfuerzos integracionistas, ya sea, en procesos macro regionales o, en programas micro nacionales, no alcanzan la eficiencia ni eficacia deseada y la planificación urbanística, no juega un rol protagonista en ellos. Haciendo uso de una metodología cualitativa, el estudio fue circunscrito a Chile, comenzando por una contextualización histórica y actual de las fronteras del país, una revisión del tratamiento normativo y de las políticas de integración transfronteriza en las que participa el Estado, a nivel regional (UNASUR) y a nivel nacional, mediante los Comités de Integración Fronteriza. Posteriormente, se efectúa un análisis comparativo con procesos internacionales de integración transnacional, para luego, hacer una evaluación DAFO de los mismos, extrayéndose un listado de buenas y malas prácticas. Finalmente, se analiza un caso de estudio, que comprende la zona norte de Chile y Argentina, el cual permite corroborar la hipótesis y observar sobre la infrautilización del planeamiento territorial en materia de integración transfronteriza. Se concluye con una propuesta, en la que esta disciplina adquiere un rol más preponderante en los procesos de integración existentes.AbstractThe present paper has the objective to inquire about the processes of cross - border integration and the role of territorial planning has in them. It was observed that the integrationist efforts, either in macro regional processes or in micro-national programs, do not reach the desired efficiency and effectiveness and urban planning, does not play a leading role in them. Using a qualitative methodology, the study was circumscribed to Chile, starting with a historical and current contextualization of the country's borders, a review of the normative treatment and integration policies in which the State participates, at the regional level (UNASUR) and at the national level, through the Border Integration Committees. Subsequently, a comparative analysis is carried out with international processes of transnational integration, then, to make a SWOT evaluation of the same, extracting a list of positives and negatives practices. Finally, a case study, which includes the northern Chilean and Argentinean areas, is analyzed, which allows the corroboration of the hypothesis and concluding with the underutilization of territorial planning in the area of cross - border integration. It concludes with a proposal, in which this discipline acquires a more preponderant role in the existing integration processes.
