RESUMENDel análisis de la evolución reciente de complejo vitivinícola desarrollado en Jumilla después de 1976, se observa una profunda transformación desde una cuenca productora de vino de mesa de alta graduación a precios bajos, hasta un sistema productivo local innovador e integrado horizontal y verticalmente. La gran reducción de la superficie de cultivo y la merma en los vinos a granel y de mesa, se ha compensado por el desarrollo de estrategias de calidad y competitividad internas en las empresas y, también, gracias a la construcción de una organización territorial activa, que potencia redes de cooperación y colaboración entre agricultores, empresas e instituciones. Crisis and configuration of an innovative wine-producing area Analysis of how the wine-production sector has evolved in Jumilla since 1976 reveals a profound transformation from a region producing high-grade low-cost table wine to an innovative local production system with both horizontal and vertical integration. The major drop in the amount of land used for vine production and the lower amounts of bulk and table-quality wine produced have been compensated for by the development of internal quality and competitiveness strategies in the area's wine-producing businesses, and by the establishment of an active land organisation that helps boost co-operation networks and collaboration between farmers, businesses and institutions. The change suggests the makings of a region with intelligent land use, albeit with a few rough edges.
Los procesos de globalización están provocando una nueva reestructuración de la división internacional del trabajo, en el que las viejas fronteras, sometidas a intensos procesos de cambio, alteran su función de aislar, para convertirse, en ocasiones, en puentes de intercambio. Es un proceso selectivo, que endurece los flujos de mano de obra y mercancías y favorece el tránsito de capitales. La frontera de Melilla (España) y Nador (Marruecos), pese al llamativo drama humano del control migratorio, se convierte en oportunidades para el capital trasnacional, precisamente por el desequilibrio socioeconómico existente. A partir de análisis cartográficos de densidades, del mercado laboral y de la oferta y demanda de servicios, se comprueba la formación de una región funcional transfronteriza, cuya forma urbana tiende a la conurbación, jerarquizada por Melilla, sin que existan planes de integración, comunes en el proceso de reformulación de las fronteras dentro de la Unión Europea. Se concluye que la frontera asimétrica es el motor de la economía de una amplia región transfronteriza, desprovista de otros recursos, conforme con un enfoque geoeconómico que explota (y mantiene) la desigualdad, y que la forma urbana se asemeja al modelo de los complejos urbanos transfronterizos latinoamericanos. El reconocimiento de esta realidad es básico para el desarrollo de futuras estrategias de cohesión e integración supraestatales, y para la puesta en marcha de planes de gobernanza conjunta.
ResumenLa ciudad de Orihuela reúne un rico patrimonio arquitectónico y urbanístico, heredado del Antiguo Régimen, muy afectado por la renovación impulsada por los primeros planes generales de ordenación urbana. Hasta 1994 no tuvo un plan especial que, no obstante, se vio alterado por la práctica del urbanismo de proyecto. Así, las estrategias desarrolladas sobre el centro histórico han podido orientarse hacia la producción de rentas urbanas. Son propuestas de rehabilitación selectiva junto a renovación masiva, apoyadas en las inversiones públicas en equipamientos para crear nuevas centralidades, que propician una recuperación aristocrática y tradicionalista, con una concepción muy sesgada de los paisajes históricos. Se mantiene la hipótesis de que la recuperación del centro histórico se orienta más hacia el negocio inmobiliario que hacia la rehabilitación de un espacio social.Palabras clave: centro histórico; renovación; rentas urbanas. El desarrollo de las actividades industriales ha ido siempre seguido de un importante impulso del proceso urbanizador y del crecimiento de las ciudades. El modelo de producción fordista para masas y la generación de empleos de larga duración se halla en el origen de la gran transformación social experimentada en los países industrializados. Pero la relación entre industria y ciudad no está exenta de tensiones y desequilibrios, que han sido objeto de reflexiones teóricas hasta concretarse en un modelo de planeamiento generalizado, de gran trascendencia social.
El espacio agrario de Sax ha sido, a lo largo de la historia, el principal agente reguladordel contingente humano. Las alzas y bajas de su productividad han tenido siempre fiel reflejo en la demografía local, estableciéndose un equilibrio entre población y recursos que determinaba, en cada momento, un óptimo del volumen demográfico. Con el despegue industrial de finales de la década de los cincuenta y el gran desarrollo económico y demográfico de los sesenta y setenta se rompió el equilibrio. El sector primario se vio desbancado por el creciente auge de la industria y los servicios, quedando relegado, cada vez más, a un tercer plano en la producción económica, hasta llegar, en los años ochenta, a tener un valor puramente anecdótico.
