Институт систем энергетики им. Л. А. Мелентьева СО РАН Иркутск, Россия Аннотация Энергетика является базой социально-экономического развития страны. Значение восточного направления в экономической политике России со временем все более возрастает. В этих условиях экономико-математическое моделирование процессов развития топливно-энергетического комплекса (ТЭК) азиатских (восточных) регионов России (Сибирь и Дальний Восток) является наиболее эффективным способом его всестороннего изучения. Цель исследования-анализ современного состояния ТЭК восточных регионов, выявление проблем его развития, выработка возможных путей решения этих проблем. Методы исследования: экономико-математическое моделирование, системный и статистический анализ, балансовые методы. Результаты: на основе топливно-энергетических балансов (ТЭБ) выполнен анализ текущего состояния ТЭК восточных регионов России, выявлены основные проблемы его развития, определены наиболее важные факторы, влияющие на энергоэффективность экономики. Выводы: для устранения проблем развития ТЭК восточных регионов требуется повысить энергоэффективность их экономики, для этого необходима реализация мер по улучшению структуры топливно-энергетического баланса восточных регионов России и внедрение технологических инноваций во всех сферах хозяйственной деятельности. “…The authors elaborated a methodical approach to the energy-economic analysis and assessment of the region's energy economic efficiency based on the TEB [1,2], which further develops studies of the Russian and international scientists in this field [3][4][5][6][7][8][9][10][11][12][13][14][15][16][17][18][19][20][21], since it takes into account both the regional specificity and the investment policy of the region, as well the state energy policy pursued by the Government of the Russian Federation. The energy efficiency of the Russian economy lags far behind the developed countries of the world that worsens its socio-economic development. To increase energy efficiency, it is necessary to introduce innovative solutions that require large investments. The object of the research is the economy of the Irkutsk region that energy efficiency growth, being the most important priority of socio-economic development, is of particular relevance due to its high energy intensity. The purpose of the study is to perform an energy-economic analysis of the Irkutsk region, and to determine the impact of investment on the energy efficiency growth. The methodological approach developed by the authors and used in this research is based on the balance and statistical methods. In course of the research, retrospective fuel and energy balances (FEB) of the Irkutsk region have been developed, and the energy efficiency indicators have been calculated on their basis. The main directions for the fuller use of the fuel and energy resources (FER) have been identified, the implementation of which will significantly increase the energy efficiency indicators. It will require an increase in investments in the fuel and energy complex (FEC) by 1.7-2 times by 2030 as compared to 2016.

The Baikal region has a special status of economic activity, as an object of world heritage. In Lake Baikal there are about 20% of the world’s reserves of fresh fresh water. The urgency of energy efficiency growth is determined by the industry specialization of the economy and the requirements for preserving the Baikal nature. The purpose of the research: to identify the significant factors affecting the energy efficiency of the economy and to propose mechanisms for their implementation. A methodical approach is developed based on methods of economic-mathematical modeling, system analysis, statistical analysis, balance and indicative methods. An information and computing complex has been developed that includes: a system of models and databases for analyzing and forecasting the development of the fuel and energy complex of the eastern regions of Russia; economic-mathematical models of fuel and energy balances; methods for assessing the energy efficiency of the economy; methods of statistical analysis to identify factors that affect energy efficiency. Significant factors of reducing the energy intensity of the gross regional product of the Baikal region have been identified, and multiple regression equations have been developed to predict the energy intensity.
