The study of the bureaucracy in Latin America, within the study of politics, has long been little more than an afterthought. It is assumed to lie in the realm of public administration, distinct from other regional subfields that have increasingly gained the attention of political scientists. As a result, scholars' understanding of Latin American bureaucratic politics is limited. Here, we conduct a comprehensive survey of peer‐reviewed articles to evaluate the state of this subfield. We find a thematically, analytically, and methodologically splintered discipline, but a prime one for exploitation and new avenues of research. This article summarizes salient trends in the literature, describes advances in the study of bureaucracy in Latin America, and discusses limitations in this scholarship. It suggests a roadmap for scholars by proposing a series of research questions and recommends a series of analytical and methodological approaches to address those questions.

ResumoAs mudanças ocorridas no transporte aéreo brasileiro após o ciclo de "reformas para o mercado" tornaram o setor objeto de crescente interesse. Este interesse se traduziu no surgimento de uma ampla literatura, caracterizada pela ênfase na agenda de liberalização e na crítica aos indícios de ativismo estatal. O artigo tem como objetivo confrontar este tipo de interpretação, incorporando abordagens inspiradas na Sociologia Econômica e nas análises institucionalistas para chamar atenção para a importância das variáveis de natureza política, com destaque para o Estado, no desempenho econômico. O contexto pós-reformas se caracteriza por um movimento inicial de maior ativismo estatal sobre o transporte aéreo, com a retomada de instrumentos regulatórios mais rígidos e a reabertura dos canais de diálogo entre atores estatais e empresas. Num segundo momento, o ativismo estatal é abandonado, ao mesmo tempo em que o setor alcança índices expressivos de crescimento, ultrapassando os limites da infra-estrutura de apoio ao vôo existente, processo que culminaria com o episódio do "apagão aéreo". A análise dos depoimentos de atores estatais e privados a respeito do "apagão" permite identificar nas deficiências do aparato estatal responsável pela atividade um dos fatores que conduziram ao "apagão". A conclusão do artigo chama atenção para a importância de se levar em consideração os condicionantes políticos, notadamente no que diz respeito ao papel do Estado, para o desenvolvimento do transporte aéreo brasileiro. Resumo O objetivo deste artigo é destrinchar alguns contornos sociais e simbólicos do mundo da aviação comercial brasileira nas últimas décadas do século XX, a partir de três metáforas que impregnam os imaginários de antigos funcionários da extinta Varig. Signos de um mundo singular, recortado pelos traços de uma política económica nacional modelada no estreito vínculo entre mercado e estado, “mães”, “navios” e “cachaça” nos guiarão pelos sentidos atribuídos a esse mundo, conformado por mecanismos de seleção rigorosos, um tipo de organização do trabalho reconhecido como “paternalista” e disciplinador, com um claro “quadro de carreira”. A partir de uma etnografia desenvolvida entre 2015 e 2017 com funcionários da antiga companhia aérea que residem atualmente na cidade do Rio de Janeiro, e à luz de contribuições recentes das ciências sociais sobre experiências de crise, incerteza e esperança, procuro interpretar a grande desilusão que significou a falência, e suas consequências na conformação subjetiva atual do coletivo de trabalhadores danificados.
