The development of information and communication technology has brought a surprise and revolutionary challenge to the idea and practice of traditional education. Mobile internet technology has become the main promoter and accelerator to apply the concept of mobile learning. Mobile technology offers new opportunities to integrate face-to-face learning and online learning methods. We see a tendency to use blended learning scenarios by combining various forms of learning and integrating a variety of ways to access content using mobile technology. The objective of this study is to develop a mobile blended learning design that can systematically guide the instructor or lecturer in the lecturing processes. By combining the ideas of mobile learning and blended learning, mobile blended learning design has been developed. Implementing research and development (R&D) method, the mobile blended learning design has been constructed through designing process and validation by experts. This instructional design has feasibility to use in learning; therefore, it effectively increases the popularity of mobile blended learning

During the implementation phase of the Elearning teaching system for the 2021-2022 school year, with the requirements set forth for the subject of research and implementation of the teaching system, it is possible to apply flexible teaching for a group ranging from 0% to 100% of students and online learners. At the same time, it encourages students to actively participate in learning throughout the learning content deployed by the subject. We have focused on research and implementation of the comprehensive Flipped Learning Model, The Flipped Learning Comprehensive Model – FLCM, which uses H5P interactive teaching content to provide instant, attention-grabbing feedback for students. Furthermore, we also implement the development and rearrangement of learning materials and learning activities that require learners to complete their studies according to the set course schedule. Besides the development of content, we also have interactive lectures that return immediate results to help attract students to complete the course. We have implemented the FLCM model during the 1st and 2nd semesters of the academic year 2021 – 2022, with more than 12,000 students. At the end of the course, we collected statistics on positive and proactive changes in students through learning activities on the Elearning site implemented by the FLCM method. Due to the content with interactive videos, the number of active students increased by over 70%.

Lack of guidelines for implementing distance learning, lack of infrastructure, lack of competencies, and security-related problems were the challenges met during the pandemic. These challenges firstly fall on the administration of a higher education institution. To assist in solving the challenges of the pandemic for the administration of a higher education institution, the paper presents several models for the organization of the processes of distance learning. These models are as follows: a conceptual model of distance learning, a model of strategic planning of distance learning, a model of the assessment before the start of distance learning, a model of the preparation for distance learning, and a model of the process of distance learning and remote work. Student profile, lecturer profile, organizational environment, assessment, and planning of the infrastructure of information and communication technology (ICT), assessment and planning of the virtual learning environment, and assessment of distance learning competencies of participants of the study process are also considered. The developed models are based on five main processes of instructional design, i.e., analysis, design, development, implementation, and evaluation. The models provide guidelines for the administration of higher education institutions on the preparation and delivery of distance learning during the pandemic. The models were validated by 10 experts from different higher education institutions. The feasibility of the data collection instrument was determined by Cronbach’s alpha coefficient that is above 0.9.
