Artikel ini berkaitan dengan bagaimana implementasi pelaksanaan Program Kampung Iklim di Kota Surakarta yang telah berlangsung selama bertahun-tahun sebagai salah satu wilayah yang terkena dampak perubahan iklim berupa perubahan suhu bulanan dan ancaman terhadap pertanian dan sumber daya air. Penerapan program ini dimulai sejak tahun 2014 di Kampung Pucangsawit RW 09 Kecamatan Jebres Kota Surakarta yang melibatkan berbagai kegiatan guna memberdayakan masyarakat dalam aksi nyata mitigasi dan adaptasi perubahan iklim. Penelitian ini bertujuan untuk mengetahui implementasi program kampung iklim dan peningkatan resiliensi masyarakat terhadap perubahan iklim. Metode penelitian yang digunakan adalah observasi dan wawancara serta pendekatan triple helix untuk mengetahui interaksi antara pemerintah, akademisi, dan masyarakat. Hasil penelitian menunjukkan bahwa Kampung Pucangsawit RW 09 telah mengimplementasikan beberapa program meliputi program rumah pompa, pemanenan air hujan, budidaya hidroponik, dan pemanfaatan energi matahari pada lampu jalan. Perkampungan ini lebih resilien terhadap ancaman bencana banjir yang menjadi tantangan setiap tahun. Keberhasilan ini menunjukkan melalui pendekatan kolaboratif dan partisipatif masyarakat bersama pemerintah dan lembaga terkait berhasil meningkatkan resiliensi perkampungan terhadap perubahan iklim.

What is the evidence linking financial assistance for drought-affected agriculture and resilience in tropical Asia? A systematic review

Agriculture is sensitive to drought and associated social, environmental and economic impacts. Finance-based interventions aim to support farmers affected by drought; however, the extent to which such tools encourage resilience to this natural hazard is unclear. This paper systematically reviews evidence on links between financial interventions to mitigate drought-related impacts and adaptation towards longer-term resilience. We focus on tropical Asia where agriculture contributes significantly to national economies and is a primary source of livelihood in a region subject to high climate variability and episodic drought. Guided by Population, Intervention, Comparator and Outcome criteria, we identify and review 43 regionally specific articles that describe a range of financial interventions. Through thematic synthesis, we document the interventions’ associations with micro-level and macro-level outcomes. The results reveal how some interventions helped sustain household incomes and crop yield (e.g. through farm investments that increased productivity) through drought, whilst others encouraged adaptive behaviours. At a macro-level, there were challenges associated with government budgets and scheme administration, with the longevity of many schemes difficult to sustain. From fragmented evidence, this review reasons that there can be challenging policy trade-offs for institutions between supporting livelihoods and economic growth whilst also protecting the environment—highlighting the interdependence of systems’ resilience and variability in actors’ capacity to adapt. Low-regret interventions that integrate existing community adaptive practices, engage with farmers’ needs and prioritise extension support may encourage more desirable counteractions to drought; however, further research is needed to establish the role of such interventions.

Indonesia experiences various disasters that affect human life in the economic and social aspects. Those disasters also affect the agriculture sector, and farmers have to face destroyed land and crop loss. The lives of farmers become more vulnerable. This paper presents the various disasters in Indonesia that affect agriculture, how the farmers' lives get affected, and how the farmers cope with the impacts of the disasters with various mitigation strategies. Management of disaster risk reduction is being conducted by farmers with their local wisdom such as using predicting climate change with pranata mangsa in Java, and applying pikukuh for earthquake resistant house construction in Badduy Tribe. It is supported by the relevant stakeholders that, time by time, gets more support with advanced sciences. Farmers do have their own ways to cope with disasters, but other parties' involvement is needed to make disaster risk reduction management more effective such as through education or direct and indirect aids. Farmers cannot work along for the disaster mitigation, therefore good inter stakeholder coordination is needed.
