The Covid-19 pandemic has encouraged initiatives to digitalize SMEs to be carried out seriously and more equally. This is due to the fact that the success of the SMEs business in the digital era is inextricably linked to its readiness to digitalize existing business operations. One proof of the readiness of SMEs in doing business in this digital era is that they have used digital marketing platforms. This research aims to digitalize the business of the SMEs group in the Tempe Industry Center in Kampung Sanan Malang, East Java, which is included in the Indonesian government’s projection to maximize income in the creative economy sector. This research is a qualitative research with the stages of research implementation covering the identification and mapping of the potential for digitalization of the economy, to the development of an e-commerce website in the Tempe Sanan Malang SMEs group. The research results take the shape of an e-commerce website used by SMEs actors, as well as an increase in digital competence owned by SMEs actors, enabling them to digitalize their businesses in a sustainable manner.

Capacity building is needed as an effort to increase the capacity of community-based tourism actors. Community-based tourism is one of the alternative tourist destinations amid the many popular tourist destinations, especially in Indonesia. Problems that arise in community-based tourism management can be solved by means of communication. This research aims to find out the communication planning carried out by the Pipitan Tourism Conscious Group in increasing its capacity. This research uses Philip Lesly's communication planning model with four stages, namely research and analysis, policy formulation, communication planning and communication activities. This research data collection technique uses in-depth interviews with case study research methods. The results of the study explained in stages of analysis and research of the managers of Pipitan Tourism Village exploring tourism potential and getting some tourism potential such as Situ Ciwaka natural tourism, Blohok vegetable culinary tourism, religious tourism KH. Syuhari’s tomb and Pepetan wewe cultural tourism and debus. The stages of policy formulation for the tourism development program are submitted to the forum and decided during the deliberation of the work program at the beginning of each month. The stages of program planning divide the program by gender and age. The program for youth is a promotion on social media and for mothers, namely making handicrafts such as painting with cutting boards and frying pans. Finally, communication activities are Sunday night programs with the community, promotions on social media and also in collaboration with the Serang City Tourism Office for tourism promotion. Purpose The purpose of this paper is to analyze the barriers in public policy faced by the small and medium enterprises (SMEs) in a creative economy at the local level. Design/methodology/approach This research uses a qualitative case study method, and the informants are selected with a purposive sampling technique. The researchers collected data through in-depth interviews of 15 informants. The informants include local government officials, SME actors and creative economy activists. Data are analyzed using thematic analysis in the qualitative method. Findings This study shows that the development of SMEs in the creative economy is constrained by the mindset and administrative behavior of the local policymakers who tend to be normative, routine-minded and inflexible. Consequently, the local government’s administrative capacity in the creative economy sector has not demonstrated significant support for efforts to increase the competitiveness of creative economies at the regional level. Research limitations/implications Research implications suggest how the findings may be important for the policy and practice of SMEs’ development of a creative economy at the local level. The findings suggest that local government needs to engage with the actors and activists of SMEs in the strategic formulation for the development of a creative economy. Originality/value This study extends the theoretical and practical knowledge about policy implementation of SMEs’ development by a local government in the creative economy sector in Indonesia.
