Available Flood Evacuation Time for High-Risk Areas in the Middle Reach of Chao Phraya River Basin

Abstract: Information about risk is essential to design flood risk management programs. To our knowledge, this is the first attempt to develop an emergency flood evacuation plan based on flood risk assessment. Flood risk assessment in the middle Chao Phraya River Basin (CPRB) was simultaneously analyzed and mapped as the product of flood hazard, and social vulnerability maps generated by fuzzy Analytic Hierarchy Process (AHP) and fuzzy logic. One of the purposes of flood risk mapping is to promote proper and prompt evac… Show more

“…Preparation and recovery measures in the planning literature have not been much explored, such as evacuations and safe haven creations (emergency response). A few papers based on Geographic Information System (GIS) methods, transportation, and urban simulation, opened windows for the domain of spatial planning to optimise evacuation plans and shelter locations arrangements in the face of coastal and fluvial floods [95][96][97][98]. Similarly, critical infrastructure protection is an under-researched issue in planning literature, which calls for paying more attention to protecting critically important buildings in the flood events, such as power generation plants, healthcare centres, and police stations [89,99].…”

“…The study proved that a good evacuation center that is located near residential areas at a higher elevation can hold enough victims, while still having proper road access to offer help for needy people. Jamrussri and Toda (2018) attempted to evaluate the flood vulnerability maps by fuzzy logic and Analytic Hierarchy Process (AHP). The main objective of this study was to identify suitable places for evacuation centers in order to reduce the risk and loss of life, and to explore the available time for evacuation in an emergency situation.…”

“…For instance, the available time for evacuation can be improved through flood forecasting and warning systems that provide a longer available time and decrease the possibility that residents cannot evacuate to flood shelters related to flood circumstances. Early warning is an important precondition and allows implementation of more emergency measures (Jamrussri & Toda, 2018).…”
