This paper discussed the E-governmentsuccess barriers and how could these barriers affect in users' dissatisfaction as measure ofE-governmentsuccess. The model explained more embedded relations of Information System (IS) success model in a negative context. E-governmentquality model encompasses information quality, system quality, service quality and IT infrastructures readiness, which are the predecessors of user satisfaction as measure of E-government success. The research model has been empirically tested using 93 IT managers and IT specialists of Jordanian government agencies. PLSstructural equation modeling (SEM)has been used because his superior statistical power in dealing with complex causal model and small sample size. The results clearly articulated that provisionede-services are less than expectationsof stakeholders.We found that lack of IT infrastructures readiness is the strongest factor to affect in E-governmentperformance negatively and the most important factor to provoke users' dissatisfaction. Along with the other factors were found significantly correlated with users' dissatisfaction.The relation of system quality with services quality only the difference between female and male group, where male group found its insignificant while females found thatlow system quality led to low service quality directly.

Resumen: En el año 1992 DeLone & McLean (D&M) definieron por medio de un modelo de medida multidimensional, qué es el éxito de un SI y sus correspondientes medidas, clasificándolas en seis categorías interdependientes. Considerando que los pequeños entornos generalmente no cuentan con personal especializado en este tipo de temas, en este trabajo se propone una guía que facilita la aplicación del modelo de D&M para la evaluación de productos de software para pequeños entornos. El principal aporte de esta guía radica en la definición de pasos y en el catálogo de preguntas pre-establecidas para que un pequeño entorno, sin poseer conocimientos acabados en el modelo, pueda rápidamente preparar los instrumentos necesarios para su aplicación. Esta guía fue aplicada en una empresa, demostrando su utilidad para ayudar a los pequeños entornos en la evaluación de los productos de software que dan soporte a sus procesos de negocio. Abstract: In 1992 DeLone & McLean defined a model of Information SystemsSuccess which includes six interdependent categories. Considering that smallenvironment software developments usually do not have specialized personnel in this type of topic, this paper proposes a guide that facilitates the application of the D&M model for the evaluation of software products. The main contribution of this guideline lies on the definition of steps and on the catalog of pre-established questions which helps small-environment software developments quickly prepare the necessary instruments for its application. This guide was applied in a firm, demonstrating its utility to this type of environments in the evaluation of software products that support their business processes.

Abstract-The digital economy, which is a new economy represented by the inclusion of technology and digital information, has become a dominant force in today's economy. In Thailand, there is an urgent need to leverage digital technology to drive the country forward. Therefore, Digital Thailand Plan is developed to generate social stability and economic wealth in Thailand. This paper presents a study of readiness for moving toward Digital Thailand, a case study in a government sector. The research process consists of three stages: 1) Literature review 2) An in-depth Interview of top-management officers in eight government agencies 3) Analysis and conclusion. In this paper, the readiness for moving toward Digital Thailand is analyzed regarding Information System management, E-Government Service, Staff, Data Management, Digital Technology and Infrastructure, and Organization's culture.
