Analysing Istanbul Strait Maritime Pilot Capacity by Simulation Technique

Abstract: Nautical services should be allocated efficiently as they have great resource costs. In this paper, the Marine Pilotage Service in the Istanbul Strait has been analysed by using Rockwell Arena Simulation Software. The purpose of the study is to find the required number of marine pilots for vessel traffic flow in the Istanbul Strait. It is evaluated thoroughly by a stochastic, dynamic, discrete simulation for safe service standards in pilotage. The result of the paper shows that discrete simulation technique is… Show more

“…This situation can be explained by lack of pilotage. Pilots are of utmost importance for safe passage (Ucan and Nas, 2016). Lack of a sufficient and experienced pilotage service significantly increases the accident risks in the Strait (Poyraz, 1998; Akten, 2004; Yurtören, 2004; Ece, 2005; Ulusçu et al, 2009; Küçükosmanoğlu, 2012; Erol and Başar, 2015; Uğurlu et al, 2015).…”

“…Therefore, the Istanbul Strait, the narrow waterway separating Europe from Asia, holds a strategic importance in maritime transportation as it links the Black Sea to the Mediterranean and the open ocean beyond. It is a vital passageway not just for trade but for the projection of military and political power (Ulusçu et al, 2009; Ucan and Nas, 2016).…”

“…The results of the study show that the collision probability increases in the narrow waterways. Uçan and Nas (2015) analysed the pilotage services in the Strait of Istanbul and indicated that employed pilots is an effective way for navigational safety in the Strait of İstanbul Görçün and Burak (2015) analysed the accidents in the Strait of İstanbul using Formal Safety Assessment methodology. One of the results of the study, collision is the most common accident in the Strait .…”

“…Este criterio configura los servicios náuticos con los rasgos particulares del modelo de gestión, regulación y costos que les permite a los puertos diferenciarse en la oferta del comercio marítimo (Ucan & Nas, 2016;Ozbas, Or, & Altiok, 2013;Pinto, Goldberg, Stupello, Bruno, & Haley, 2010). El puntaje Logistics quality and competence -LQCde la metodología LPI internacional del Banco Mundial ha sido utilizado para calificar este criterio en los puertos.…”
